The People’s Committee of the province assigns the Department of Agriculture and Rural Development to take the lead and coordinate with relevant units to guide An Quang Holdings in realizing the conversion of forest land use purposes; direct relevant units to update forest and land fund changes as prescribed.

The Department of Natural Resources and Environment shall take the prime responsibility and coordinate with relevant units to guide An Quang Holdings in completing procedures related to land to deploy the project as prescribed.

An Quang Urban and Tourism Area was approved in investment policy by the People’s Committee of Binh Dinh Province in October 2022 with an area of 89.2 ha, including two sub-areas: an urban sub-area of 48.5 ha with a population of 7,700 people and a tourism service sub-area of 40.69 ha with a capacity of 12,600 guests. The project has 18.33 ha of protective forest land. 140 households are subject to land recovery, relocation, and resettlement.

The project items in the urban sub-area include 1,055 terraced houses with a maximum height of 5 floors; 308 villas with a maximum height of 4 floors; 10 terraced houses for commercial and service purposes with a maximum height of 12 floors; and 2 blocks of apartment buildings for commercial and service purposes with a height of 30 floors, comprising 975 apartments. The tourism sub-area comprises 1 public works with a maximum height of 5 floors; 1 tourist service works with accommodation 1 with a maximum height of 8 floors; 1 tourist service works with accommodation 2 with a maximum height of 12 floors; 1 tourist service works with accommodation 3 with a maximum height of 3 floors; 1 tourist service works with accommodation 4 with a maximum height of 8 floors; and 1 tourist service works with accommodation 5 with a maximum height of 15 floors.

The total expected investment is nearly VND 5,229 billion, of which the investor’s contribution is nearly VND 1,046 billion (accounting for 20% of the total investment), and the mobilized capital is VND 4,183 billion. The project has an operation duration of 50 years, and the investment duration is 72 months from the effective date of the project implementation contract or from the recognition of the project investor.

According to the environmental impact assessment report of the An Quang Urban and Tourism Area project, the project site is assessed to possess pristine beauty and diverse marine life. The project is located in the north, adjacent to the An Quang resettlement area and shrimp breeding grounds, the south bordering a 16m wide planned road, the east facing the East Sea, and the west bordering the existing residential area.

An Quang Holdings was established on February 10, 2023, with its head office located at Lot B1-08B-13, An Phu Thinh New Urban Area, Nhon Binh Ward, Quy Nhon City, Binh Dinh Province. Its charter capital is equal to the investor’s contributed capital of VND 1,046 billion. Specifically, Tuan Dung Commercial Group Joint Stock Company contributes 65%, Dong Do – BQP Real Estate Investment Joint Stock Company contributes 15%, and Hoang Thanh Commercial and Technology Development Limited Company contributes 20%. Mr. Nguyen Tuan Anh is the Chairman of the Board of Directors and legal representative, and Mr. Nguyen The Gioi is the General Director. Mr. Tuan Anh is also the Chairman of the Members’ Council of Tuan Dung Commercial Group.
