The Resolution sets ambitious targets for Quang Nam province, aiming to transform Sam Ngoc Linh into a high-value commercial product and a key economic driver for the region. By 2030, the province plans to develop 8,400 hectares of Sam Ngoc Linh production areas in Nam Tra My district and other transplant regions within the province. This will provide a steady supply of raw materials for the Medicinal Material Industry Center and support processing and consumption within and outside the province. The total output is expected to reach approximately 100 tons of 5-year-old Sam Ngoc Linh roots per year, with an annual harvest area of 300-350 hectares.
To achieve this, Quang Nam will establish in-situ conservation areas and ex-situ gene banks for Sam Ngoc Linh in these typical ecological regions. Two existing gene conservation areas at the Tra Linh Medicinal Plant Station and the Tak-Ngo Sam Farm will be upgraded to produce 300,000–500,000 seedlings per year, ensuring a steady supply of high-quality planting material.
The resolution also calls for the establishment of 30–50 large-scale Sam Ngoc Linh gardens for households and businesses, producing 5–10 million one-year-old seedlings annually, including those from the two conservation units. Additionally, 15–30% of the production area will be certified to GACP-WHO standards, ensuring the highest quality and safety.
The province will also focus on developing the Sam Ngoc Linh brand, ensuring it meets international standards and can be exported globally. By 2035, Quang Nam aims to expand the cultivation area to 10,000 hectares, establishing itself as a leading supplier of Sam Ngoc Linh seedlings. The province will also work towards achieving GACP-WHO certification for 35–40% of the production area, further enhancing the reputation of Sam Ngoc Linh as a premium international brand, boosting exports, and improving local livelihoods.
To realize these goals, the Quang Nam Provincial Party Committee has outlined specific solutions, including enhancing Party leadership, improving state management capacity and efficiency, and engaging the Fatherland Front and socio-political organizations. Other key strategies include developing the Sam Ngoc Linh brand and market, promoting trade and investment in the Sam region, and actively cooperating and integrating internationally to promote the Sam Ngoc Linh brand. Additionally, the province will prioritize scientific research and technology transfer for Sam Ngoc Linh management, conservation, and development, fostering a medicinal material industry, and enhancing communication and propaganda efforts.
The Quang Nam Party Committee has tasked the Board of Internal Affairs of the Provincial People’s Committee to translate Resolution No. 40-NQ/TU into specific mechanisms, policies, programs, projects, and activities for effective implementation. This includes annual inspections, supervision, and evaluations to ensure the successful management, conservation, and development of Sam Ngoc Linh in Quang Nam province.
