On November 14, the National Assembly Standing Committee met to consider and decide on the administrative reorganization of 12 provinces and cities at the district and communal levels for the 2023 – 2025 period.

The list of localities to be considered for reorganization during this phase includes: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, and Vinh Phuc.

Notably, at the meeting, the leader of Ha Nam province explained the reasons for establishing 10 wards (Kim Bang district).

According to the proposal to establish Kim Bang town and its wards, Kim Bang town (Ha Nam) will be established based on the current natural area and population scale of Kim Bang district.

After its establishment, Kim Bang town will comprise 17 administrative units at the communal level, including 10 wards and seven rural communes.

Currently, Kim Bang district meets all five criteria for a town under the province’s jurisdiction, including population size, natural area, number of direct administrative units, recognition as a grade-four urban area, and socio-economic development structure and level.

As a result, during the administrative reorganization, 10 wards will be established under Kim Bang town, namely: Que, Ba Sao, Tuong Linh, Thi Son, Dong Hoa, Ngoc Son, Dai Cuong, Le Ho, Tan Son, and Tan Tuu.

These units meet all four criteria for wards as stipulated.

This resolution will take effect on January 1, 2025.

In preparation for its upgrade to a town, Kim Bang district has been effectively mobilizing and utilizing resources, promoting socialization, and attracting investment capital outside the state budget for development. The total investment capital in the area is estimated to reach over VND 10,464 billion by the end of 2024, achieving 87.2%.

Economic and social infrastructure has received significant investment and improvement. Notably, key construction projects, such as the Tan Lang Bridge and the connecting road, the parallel road to National Highway 21, the eastern and western roads linking Road T3 to the district center, are being expedited.

Kim Bang’s Strategic Location for National Economic Connectivity

Earlier, in August 2024, after developing the proposal for administrative reorganization at the district and communal levels in Ha Nam province for the 2023-2025 period and the proposal for establishing Kim Bang town and its wards, the Ha Nam People’s Committee directed the organization to complete the process of collecting opinions from all voters in the relevant administrative units as prescribed. The results of the voter consultation showed a majority in favor of the aforementioned proposals.

Kim Bang is located in the northwestern part of Ha Nam province, within the economic triangle of Hanoi – Hai Phong – Quang Ninh, along the Northern Key Economic Region, and in the central urban development area of the Capital Region.

Kim Bang is a district with significant development potential in Ha Nam province, situated within the urbanization zone of important industrial parks such as Dong Van 1, 2, 3, 4, and local industrial clusters.

Notably, Kim Bang district boasts a vast land fund and convenient connections to other districts and localities within a 20-80km radius, especially Hanoi, Hai Phong, and Ha Long (Quang Ninh), via road and waterway transportation. Kim Bang is approximately 60km from Hanoi.

According to a report by the People’s Committee of Kim Bang district (Ha Nam province), the socio-economic situation in the district remained stable and progressive during the first nine months of 2024.

Specifically, the estimated per capita GRDP reached VND 94 million, a 15.7% increase in industrial-craft-construction production value compared to the same period, and an export turnover of USD 84.9 million.

In the first nine months of 2024, the state budget revenue balance managed by the district was estimated at VND 494.3 billion, equivalent to 45.5% of the provincial assigned plan, while the poverty rate decreased to 1.78%.
