The construction of Hai Phong’s new administrative and conference center, located in the Northern Cam River Urban Area, Thuy Nguyen District, commenced on January 7, 2023. With a total investment of nearly VND 5,000 billion from the city’s budget, the project is led by the municipal authority for civil construction projects.

Nearly two years later, the two iconic structures of Hai Phong City are taking shape and are expected to be operational by 2025.

The new administrative center boasts a total investment of VND 2,500 billion and consists of 14 buildings symmetrically designed along the north-south and east-west axes. It covers a construction area of over 29,000 m2 and a total floor area of approximately 89,500 m2.

Among these, the two 15-story buildings stand parallel to each other, reaching a maximum height of 74.4 meters, gently sloping downwards to create a converging focal point.

The project also includes the construction of auxiliary technical systems, external transportation routes, and lighting and rainwater drainage systems along the road.

In front of the main building is the 19-hectare Hai Phong Administrative and Political Center Square, which will host significant city events in the future. During the recent April 30 celebrations, the square accommodated the 2024 Red Phoenix Flower Festival, attracting thousands of attendees.

As observed by Tien Phong reporters, the construction of the buildings within the overall plan has been completed, and the project is now in the finishing stage.

Contractors are expediting the delivery and installation of exterior glass panels at the site. According to the design, the buildings will feature extensive glazing, creating a more open ambiance and allowing for an abundance of natural light.

Workers are putting the final decorative touches on the building’s exterior.

The building is anticipated to be completed and operational by the time the city hosts its Party Congress in 2025.

Adjacent to the new administrative and political center is the Hai Phong Conference and Performance Center, with a total investment of over VND 2,300 billion.

The conference center offers 1,500 seats and spans three floors and one basement level, with a total floor area of nearly 50,000 m2. It includes two basement access points, four emergency exits, internal transportation systems, parking lots, gardens, landscapes, and water features. It is also equipped with external power, water, and lighting systems, along with communication facilities.

According to the Hai Phong People’s Committee, the grand hall will host large-scale conferences and performances of national and international stature. The multi-purpose hall can accommodate nearly 500 people, while the round-table meeting room seats 100, and there are over ten smaller meeting rooms with capacities ranging from 20 to 100 people each.

The construction of the new administrative and political center on the north side of the Cam River aims to provide modern, convenient, and smart facilities for the city’s agencies. This will enhance administrative transactions, improve information processing, and ultimately, better serve the people and businesses. Additionally, it will contribute to the formation of a modern and civilized urban architectural landscape, stimulating the development of adjacent areas and boosting the city’s socio-economic growth.

The two projects are located in the Northern Cam River Urban Area (red dot) in Thuy Nguyen District, as indicated on Google Maps.
