Circular No. 65/2024/TT-BCA stipulates that the Traffic Police Department and the Traffic Police Division of the provincial/municipal Public Security are the competent authorities to inspect knowledge of road traffic order and safety laws.

The inspection consists of two parts: a theoretical test on knowledge of road traffic order and safety laws, conducted through theoretical examination questions for driving license granting as prescribed by the Minister of Transport; and an inspection of knowledge of road traffic order and safety laws through simulated traffic situations on computers as prescribed by the Minister of Transport.

For the theoretical test on legal knowledge, the examinee takes a computerized multiple-choice test using software for inspecting knowledge of road traffic order and safety laws. For the inspection of legal knowledge through simulation, the examinee handles simulated traffic situations on computers.

The circular prescribes the time, structure of the test, and passing scores for each case as follows:

For examinees holding an A1 driving license, the test duration is 19 minutes. The structure includes 25 multiple-choice questions, each worth one point, including one question considered a failing point. A score of 21/25 or higher is considered a pass. However, if the examinee answers the failing point question incorrectly, they will not pass.

For examinees holding an A or B1 driving license, the test duration is 19 minutes. The structure includes 25 multiple-choice questions, each worth one point, with one question considered a failing point. A score of 23/25 or higher is a pass. Answering the failing point question incorrectly will result in a fail.

For examinees holding a B driving license, the test duration is 20 minutes. The structure comprises 30 multiple-choice questions, each worth one point, with one question considered a failing point. A score of 27/30 or higher is deemed a pass. Again, answering the failing point question incorrectly will result in a fail.

For examinees holding a C1 driving license, they will have 22 minutes to complete the test. The structure consists of 35 multiple-choice questions, each worth one point, including one failing point question. A score of 32/35 or higher is considered a pass. Answering the failing point question incorrectly will result in a fail.

For examinees holding a C driving license, the test duration is 24 minutes. They will answer 40 multiple-choice questions, each worth one point, with one question considered a failing point. A score of 36/40 or higher is a pass. As with the previous cases, answering the failing point question incorrectly will result in a fail.

For examinees holding a D1, D2, D, BE, C1E, CE, D1E, D2E, or DE driving license, the test duration is 26 minutes. They will answer 45 multiple-choice questions, each worth one point, with one question considered a failing point. A score of 41/45 or higher is deemed a pass. Regarding the time, structure, and passing scores for the inspection of legal knowledge through simulation, the circular stipulates that the test duration shall not exceed 10 minutes. The test is designed with 10 simulated traffic situation questions, with each question presenting a potential traffic safety hazard. Each question carries a maximum of five points and a minimum of zero points.

The examinee’s score corresponds to their recognition and identification of potential traffic safety hazards through interaction with computers installed with simulation software. A score of 35/50 or higher is considered a pass.

Car drivers must pass both parts of the inspection.

For those holding a motorcycle driving license who have had all their points deducted, the points will be restored upon achieving a passing score in the theoretical test on legal knowledge.

In the case of car drivers who have had all their points deducted, the points will be restored when they achieve passing scores in both the theoretical test on legal knowledge and the inspection of legal knowledge through simulation.

Examinees who do not pass the theoretical test on legal knowledge will not be allowed to take the inspection of legal knowledge through simulation.

Examinees who pass the theoretical test on legal knowledge but fail the inspection of legal knowledge through simulation will have their results valid for one year from the date of the passing result.

Examinees who do not pass the inspection may re-register for the test after seven working days from the date of the previous test.

Registration and Organization of the Inspection

The registration dossier includes: a request for inspection of knowledge of road traffic order and safety laws, following the prescribed form; and a health examination report for drivers issued by a competent medical authority. The time of the inspection will be announced by the competent inspecting authority on the National Public Service Portal within their management scope. Registration dossiers can be submitted to the competent inspecting authority through the following methods: online on the National Public Service Portal, the Ministry of Public Security’s Public Service Portal, or via the National Digital Identity Application; by postal service; or directly.
