As of the evening of November 25, the Permanent Office of the Steering Committee for Natural Disaster Prevention, Search and Rescue of Thua Thien Hue province, informed that as of 5 PM on November 25, a total of 174 households comprising 507 individuals residing in areas at risk of landslides had been evacuated to safer locations.
Specifically, in Phu Loc district, 80 households with 257 individuals were relocated, while in Phong Dien district, 8 households with 34 people, in Huong Tra town, 47 households with 113 people, in Quang Dien district, 8 households with 10 members, and in Hue city, 31 households with 93 individuals were evacuated.
In the afternoon of the same day, the Department of Education and Training of Thua Thien Hue province issued a document to the Departments of Education and Training of districts, towns, and Hue city, as well as to subordinate units, regarding the organization of teaching activities in response to the ongoing flood situation.
According to the document, in flooded areas where travel is still impossible, students will continue to be absent from school until conditions ensure their safety to return to school. In less affected and dry areas, students will resume their regular classes starting November 26.
According to the Permanent Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue of Thua Thien Hue, as of 5 PM on November 25, many roads were reported to be flooded, with some sections deeply submerged.
Thua Thien Hue has deployed barricades and traffic control personnel on flooded roads, including Provincial Road 1 in Thuy Thanh commune, Provincial Road 3 in Phu Ho ward (Hương Thủy town), Provincial Road 4 in Quang Phuoc commune (Quang Dien district), Provincial Road 8A in Quang Tho commune (Quang Dien district), Provincial Road 12D in Binh Thanh ward (Huong Tra town), Provincial Road 12B in Hương Hồ ward (Hue city), and Provincial Road 15B in Lộc Bổn commune (Phu Loc district), among others.
The heavy rains have caused a landslide on the talus slope of the La Son – Tuy Loan Expressway, in the area of Nam Dong district. The landslide occurred on the main road of the La Son – Tuy Loan Expressway at km29, and a slide occurred again on the exit ramp to the expressway at Km13+250 (Branch 1) to Khe Tre town, Nam Dong district.
On Branch 1, the landslide is approximately 30 meters long and 10 meters high. At the site, layers of concrete and soil have slid down the talus slope. The People’s Committee of Nam Dong district has organized a blockade to prevent vehicles from passing through to ensure safety.
According to the Thua Thien – Hue Hydro-Meteorological Station, from the morning of November 18 to November 25, the province experienced heavy to very heavy rains, with extremely heavy rains in some places. The total rainfall for the whole period ranged from 200-500 mm, while in the mountainous districts of A Luoi, Nam Dong, Phong Dien, Phu Loc, and Huong Tra, it reached 500-900 mm. In some areas, such as Huong Phu commune (Nam Dong district) and Bach Ma, the rainfall exceeded 1,000 mm, with the peak of Bach Ma recording over 3,108 mm.

The torrential rain and flooding caused by Storm No. 3 in Bac Ha District, Lao Cai Province, have resulted in devastating losses. Twenty-five people have tragically lost their lives, with nine still missing. The storm has wreaked havoc, leaving 719 homes collapsed or buried, and displacing 1,339 families comprising 5,454 individuals.
