The Lam Dong Provincial People’s Committee has requested that the Investor Consortiums promptly finalize the feasibility study reports, environmental impact assessments, and forest purpose conversion approval dossiers for the two expressway projects, Tan Phu- Bao Loc and Bao Loc- Lien Khuong, by November 2024. Previously, the Provincial People’s Council had to postpone the completion of these projects due to prolonged investment preparation, falling behind schedule.
According to Document No. 1028/UBND-GT dated November 22, 2024, Chairman of the Lam Dong Provincial People’s Committee, Tran Hong Thai, requested that the Investor Consortium for the Tan Phu- Bao Loc Expressway promptly finalize the environmental impact assessment (EIA) and forest purpose conversion approval dossiers for submission to competent authorities for appraisal and approval, to be completed by November 2024. The Chairman also urged the Investor Consortium for the Bao Loc- Lien Khuong Expressway to expedite the completion of the explanation report and feasibility study report for submission for appraisal before December 1, 2024.
The Lam Dong Provincial People’s Committee also assigned the provincial Traffic Project Management Board to continue monitoring and coordinating with the Investor Consortiums to finalize the necessary dossiers and procedures. Departments, sectors, the Traffic Project Management Board, and local authorities along the expressway route are requested to actively perform their assigned tasks and proactively coordinate to finalize the dossiers and procedures, accelerating the progress and facilitating the timely disbursement of the allocated budget for these expressway projects.

The Tan Phu – Bao Loc Expressway project is approximately 66 km long (about 11 km in Dong Nai province and about 55 km in Lam Dong province), with a total investment of VND 17,200 billion. The project’s public investment accounts for VND 6,500 billion, investor capital is VND 1,605 billion, and mobilized capital is VND 9,095 billion. The proposed investor consortium for this project is led by Deo Ca Group Joint Stock Company.
The Bao Loc – Lien Khuong Expressway project is nearly 74 km long, entirely within Lam Dong province, with a total investment of approximately VND 19,521 billion. The public investment portion amounts to VND 7,761 billion (including VND 2,500 billion from the central budget and VND 1,500 billion from the Lam Dong provincial budget, with the remaining VND 3,661 billion expected from land allocation for the same purpose). Investor capital stands at VND 1,764 billion, and mobilized capital is VND 9,996 billion. The proposed investor consortium for this project is led by Phuong Trang Investment Group Joint Stock Company.
On November 21, 2024, the Lam Dong Provincial People’s Council held its 10th meeting of the Xth term. During this session, the delegates voted to pass a resolution with six adjustments to the expressway projects. The most significant change was the addition of VND 3,761 billion in counterpart funding for the Bao Loc- Lien Khuong Expressway project. This adjustment was made following a survey of local residents within the project’s land acquisition scope, where the majority of households expressed their preference for monetary compensation instead of the previously approved land compensation option.
The Provincial People’s Council also adjusted the timeline for the Bao Loc- Lien Khuong Expressway project, extending the preparation and implementation phase from 2022 to 2027, with completion and operation expected in the fourth quarter of 2027, rather than 2027 as initially planned, due to prolonged investment preparation.
The Tan Phu – Bao Loc and Bao Loc – Lien Khuong expressways are two sections of the 200 km-long Dau Giay – Lien Khuong Expressway, which will connect the city of Da Lat in Lam Dong province with Ho Chi Minh City and the Eastern provinces entirely via expressways. Lam Dong province anticipates that the completion of these two expressway projects will significantly boost the region’s socio-economic development, and they are, therefore, committed to their aggressive implementation with a target completion date in the fourth quarter of 2027.
