Chairman of the Hanoi People’s Committee Tran Sy Thanh has signed and issued a decision to revoke several land-related decisions.
Specifically, the Hanoi People’s Committee has revoked Decision No. 19/2019, dated October 15, 2019, which defined the authority for approving the starting price of land-use right auctions for land allocation or lease in the city.

Along with this, Decision No. 07/2023, dated April 21, 2023, which amended Article 1 of Decision No. 19/2019, has also been revoked.
According to Decision No. 07/2023, the Hanoi People’s Committee would approve the starting price for land-use right auctions for land allocation or lease with a one-time payment for the entire lease term. This applied to land plots with a value of VND 30 billion or more (based on the current land price framework). The decision also authorized the district-level People’s Committees to approve the starting price for the remaining cases.
The revocation of these decisions will take effect from December 1.
