An update on the Tham Lương – Bến Cát – Rạch Nước Lên Canal Rehabilitation Project, which began construction over a year ago.

The Tham Lương – Bến Cát – Rạch Nước Lên Canal Rehabilitation Project commenced on February 23, 2023. This extensive project spans almost 32km, passing through seven districts and counties, including Quận 12, Bình Tân, Tân Phú, Tân Bình, Gò Vấp, Bình Thạnh, and Bình Chánh.

The project has a total investment of 8.2 trillion VND, with 4 trillion VND coming from the central government’s budget and the remaining funds from Ho Chi Minh City’s budget.

The project encompasses a range of infrastructure developments, including the construction of roads with widths ranging from 7 to 12 meters along both sides of the canal, rainwater and wastewater collection systems, parks and green spaces, channel dredging, reinforced concrete retaining walls, and lighting installations.

According to VTC News reporters, only a handful of workers and equipment were observed working at a slow pace along the canal’s banks in the Bình Tân district.

Many parts of the project remain untouched, with piles of mud and construction materials creating an eyesore. In some areas, unfinished sections of the canal have left deep holes, causing inconvenience and safety hazards for locals.

Idle machinery and overgrown vegetation line the canal, and heavy rain transforms the surrounding roads into muddy quagmires. This situation has persisted for months, severely impacting the lives of nearby residents. “The stench from the canal’s mud is unbearable on sunny days, and the roads become muddy and difficult to navigate when it rains,” said Ms. Trang, a resident of Tân Tạo A Ward in Bình Tân. “We all hope the project will be completed soon so that our lives can return to normal.”

In the XL7 package, work is progressing slowly, and many components show no signs of being restarted.

While some sections of the project have received sand, they are devoid of any machinery or construction workers.

According to the Ho Chi Minh City Urban Infrastructure Investment and Construction Management Board, the project is facing several challenges and obstacles that need to be addressed. Specifically, there are issues with land clearance due to re-encroachment by households (21 cases).

The Ho Chi Minh City Urban Infrastructure Investment and Construction Management Board also noted a lack of dumping sites for soil and sludge resulting from the canal dredging process.

Additionally, the Board mentioned that construction materials such as sand and stone are in short supply, and prices are soaring, directly impacting the project’s progress.

The Tham Lương – Bến Cát – Rạch Nước Lên Canal Rehabilitation Project is a key initiative under the 2020-2045 flood prevention and wastewater treatment plan. This infrastructure project aims to improve the social and living conditions of the city’s residents and lay the foundation for future economic and social development.

On November 14, at the 19th session of the Ho Chi Minh City People’s Council, delegates approved a proposal to adjust the improvement plan for the Tham Lương – Bến Cát – Rạch Nước Lên Canal (connecting Long An province via the Chợ Đệm River and Bình Dương and Đồng Nai provinces via the Saigon River).

Accordingly, Ho Chi Minh City has adjusted the investment capital to over 9.03 trillion VND (an increase of about 830 billion VND). The project timeline has also been extended from 2021 to 2026, instead of the initial plan to complete it by 2025.

The increase in investment is due to higher compensation, support, resettlement, site clearance, and infrastructure relocation costs, as well as increased construction costs due to additional works.
