The Inspectorate of the Ministry of Finance has just issued an inspection conclusion on the state budget management in 2023 in Dak Lak province.

The inspection discovered numerous violations, including under-declaration of taxes. Out of four sampled files inspected at the tax agency, three units were found to have under-declared their taxes, resulting in additional tax liabilities of over VND 976 million.

Specifically, for An Trung Manh Trading Services Co., Ltd., the corporate income tax liability for 2023 was over VND 596 million, and the value-added tax liability from the inspection was over VND 214 million.

The inspection of Dak Lak Construction Joint Stock Company revealed a corporate income tax liability of over VND 121 million for 2023.

Minh Huong Trading and Service Co., Ltd. had a corporate income tax liability of over VND 22 million and a value-added tax liability of over VND 21 million from the inspection.

Additionally, the inspection team identified 28 land lease dossiers from 25 units within the tax sector that had not been adjusted for land lease prices and lacked notifications for land use fee collection.

Specifically, there were 12 dossiers from nine units that had not undergone land lease price adjustments after the period of stable land lease prices ended in 2023 and previous years, as per regulations. The Tax Department has temporarily collected fees from 12 dossiers of nine organizations, totaling over VND 1 billion.

There were also 16 dossiers from 16 organizations with new land lease decisions, but the Dak Lak Taxation Department had not issued notifications for land lease fee collection, resulting in a loss of state budget revenue.

The Ministry of Finance’s inspection team concluded that the delay and lack of adjustments to land lease prices and the failure to calculate land lease fees were not in compliance with regulations.

According to a report by the Dak Lak Taxation Department, they have sent documents requesting the Department of Natural Resources and Environment to transfer information for determining financial obligations related to land. They have also dispatched dispatches to the Provincial People’s Committee, which has directed relevant departments and forestry companies to coordinate. However, the Taxation Department is yet to receive information to determine the new land lease prices and issue notifications as per regulations.
