According to the National Assembly Secretary General’s press release, in the afternoon of November 27, under the direction of Chairwoman Tran Thanh Man, the National Assembly heard Prime Minister Pham Minh Chinh present a proposal requesting the National Assembly to approve the dismissal of the Minister of Finance and the Minister of Transport for the 2021-2026 term. The National Assembly then discussed in groups the proposal to approve the dismissal of the Minister of Finance and the Minister of Transport for the 2021-2026 term.
Currently, the position of Minister of Finance is held by Deputy Prime Minister Ho Duc Phoc, while Mr. Nguyen Van Thang is the Minister of Transport.
After the proposal was presented, the National Assembly discussed in groups the approval of the dismissal of the Minister of Finance and the Minister of Transport for the 2021-2026 term for Messrs. Ho Duc Phoc and Nguyen Van Thang.
Mr. Ho Duc Phoc (61 years old), a native of Quynh Thach commune, Quynh Luu district, Nghe An province, holds a doctoral degree in economics and a bachelor’s degree in finance and accounting. At the 8th extraordinary session of the 15th National Assembly on August 26, Mr. Phoc, who was then the Minister of Finance, was approved by the National Assembly to be appointed as Deputy Prime Minister. Mr. Ho Duc Phoc has been concurrently holding the position of Minister of Finance since the end of August.

Mr. Nguyen Van Thang (51 years old) is a native of My Dinh 2 ward, Nam Tu Liem district, Hanoi. He holds a doctoral degree in economics and was approved by the National Assembly to be appointed as Minister of Transport in October 2022, when he was the Secretary of the Dien Bien Provincial Party Committee. Mr. Nguyen Van Thang has served as Minister of Transport for over two years.
Previously, on November 25, at the 13th meeting of the Central Committee of the Communist Party of Vietnam, the Central Committee gave opinions on personnel matters so that the Politburo could decide on the introduction of the Minister of Finance and the Minister of Transport to the National Assembly for approval. At the same time, the Central Committee also gave opinions on personnel matters so that the Politburo could decide on the introduction of the Secretary, Chief of the National Assembly Office, to the National Assembly for approval.
In addition to the positions of Minister of Finance and Minister of Transport, the position of Secretary, Chief of the National Assembly Office, is also vacant, as the National Assembly dismissed Mr. Bui Van Cuong from this position at the beginning of this 8th session.
According to the schedule, the vote on the dismissal of the Minister of Finance, Mr. Ho Duc Phoc, and the Minister of Transport, Mr. Nguyen Van Thang, will take place tomorrow, November 28.
Also tomorrow, the National Assembly is expected to approve the appointment of the new Minister of Finance and Minister of Transport and elect the new Secretary-General of the National Assembly.

On November 29, under the direction of Vice Chairman Nguyen Duc Hai, the National Assembly voted to pass the Law on Geology and Minerals. The electronic voting results showed that out of 448 delegates present, 446 voted in favor, accounting for 93.11% of the total number of delegates. Thus, with a high approval rate, the National Assembly has officially passed the Law on Geology and Minerals.
Essential Goods Cannot Be Subject to Luxury Tax
Many members of the National Assembly have proposed that special consumption tax should not be levied on air conditioners and pickup trucks. However, they emphasized the need for stringent measures to be implemented for effective taxation.
The Housing Act: Governing the Real Estate Market and Social Housing Development
On November 23rd, as part of the 8th Session of the National Assembly, a resolution was passed to “Continue enhancing the effectiveness of policies and laws related to the management of the real estate market and the development of social housing.” This session was presided over by Vice Chairman of the National Assembly, Nguyen Duc Hai.
