Regarding the parking lot project, which has been left idle for over a decade and turned into a dumping ground in Dai Kim Ward, Hoang Mai District, as reported by Tien Phong Newspaper, on November 26, the People’s Committee of Hoang Mai District provided information on this issue.

According to the People’s Committee of Hoang Mai District, the “Public Parking Lot and Green Tree Planting in Dai Kim” project was approved by the Hanoi People’s Committee in Decision No. 2388/QD-UBND dated April 21, 2017. The investor is Hanoi Parking Lot Exploitation One-Member Limited Liability Company. However, up to now, the company has not been allocated land to implement the project.

On December 17, 2020, the People’s Committee of Hoang Mai District reported and proposed to the Hanoi People’s Committee to revoke the above project and assign it to the People’s Committee of Hoang Mai District to implement the project according to the planning. On January 13, 2021, the Hanoi People’s Committee issued Document No. 311 on assigning the Hanoi Department of Planning and Investment to consider the proposal of the People’s Committee of Hoang Mai District…

The planned parking lot along To Lich River is currently vacant.

Subsequently, on March 8, 2024, the People’s Committee of Hoang Mai District sent a document requesting the investor to speed up the progress of the project. In case the company does not implement the investment, a written notification should be sent as a basis for the District People’s Committee to report to the City for consideration of appropriate land use options.

In the past time, the People’s Committee of Dai Kim Ward has taken measures such as putting up prohibition signs and planting flowers to prevent encroachment. Going forward, the Ward will continue to promote awareness among local residents and handle violations related to this land lot.

As reported by Tien Phong Newspaper, during a dialogue with the Chairman and Secretary of Hoang Mai District, the people of Dai Kim Ward expressed their frustration over the parking lot project, which was assigned to Hanoi Parking Lot Exploitation One-Member Limited Liability Company, remaining stagnant for many years. As a result, this land lot has become a dumping ground for trash and waste, causing environmental pollution.

According to the People’s Committee of Dai Kim Ward, the Hanoi People’s Committee has a policy to assign the Hanoi Parking Lot Exploitation One-Member Limited Liability Company to implement the “Dai Kim Parking Lot and Green Tree Planting” project, with an area of about 13,000m2 of public land along the To Lich River managed by the Ward People’s Committee.

However, up to now, the city has not yet issued a decision to allocate land to the enterprise. In addition, there may be difficulties in capital mobilization, which could be why the unit is not enthusiastic about implementing the project. For this reason, this area has remained an empty land with overgrown grass for decades. Moreover, many people have dumped waste in this area, causing environmental pollution.
