Vingroup Joins the Fray, Boosting the Tu Lien Bridge Project

Recently, speaking to the press, Head of Planning and Finance of the Hanoi Department of Transport, Phan Truong Thanh, shared that the Chairman of the Hanoi People’s Committee has agreed to expedite the implementation of important Red River-crossing bridge projects, including the Tu Lien Bridge, to reduce congestion on existing bridges.

According to the representative of the Hanoi Department of Transport, the Chairman of the Hanoi People’s Committee has requested that by January 2025, the Department of Planning and Investment must complete the appraisal process and submit the investment proposal for this project to the Hanoi People’s Council for consideration and approval, serving as a foundation for subsequent steps.

Notably, from January 1, 2025, according to the amended Capital Law, this bridge project will fall under the approval authority of the Hanoi People’s Council. Therefore, the capital’s transport sector anticipates that the Tu Lien Bridge project will obtain investment approval in the first quarter of 2025, with the selection of the implementing unit and approval of the plan taking place in the second quarter, and construction commencing in the third quarter of 2025.

Mr. Phan Truong Thanh also stated that if the project is approved with the aforementioned schedule, approximately 2-3 years will be required for its implementation due to the large scale and lengthy construction process of these bridges.

The Tu Lien Bridge (Hanoi) is one of the Red River-crossing bridge projects with a modern design and potential to boost socio-economic development.

The Tu Lien Bridge project is one of Hanoi’s key transport infrastructure projects, included in the Master Plan for Transport Development until 2030, with a vision towards 2050, approved by the Prime Minister.

The bridge will be constructed between the Nhat Tan and Long Bien bridges, connecting Yen Phu and Tu Lien wards (Tay Ho district) with Dong Anh district. It will also connect the planned urban arterial road along the right bank of the Red River with the extended National Highway 5, covering Tay Ho, Long Bien, and Dong Anh districts.

As per the master plan, the Tu Lien Bridge will link the two banks of the river, facilitating the development of the northern area of the Red River in line with Hanoi’s new planning. Additionally, the bridge’s approach road will connect directly to the Hanoi – Thai Nguyen expressway and reach the Northern Ring Road 3.

According to the technical proposal developed by the Hanoi Department of Transport and Pacific Corporation earlier, the total length of the Tu Lien Bridge project is 11.5 km. This includes the main bridge and approach roads, spanning about 5.5 km, and the connecting road in Dong Anh district, measuring around 6 km. The estimated total investment for the project is VND 22,000 billion.

With their experience in investing in and constructing transport infrastructure projects, such as the elevated road along Ring Road 2, from Vinh Tuy Bridge to Ngã TÆ° Sở, Vingroup has recently proposed to the Hanoi People’s Committee to participate in the construction of the Tu Lien Bridge project under a Build-Transfer (BT) contract, in accordance with the Capital Law.

The company, owned by Mr. Pham Nhat Vuong, commits to completing the Tu Lien Bridge with the highest standards of quality and on time, befitting one of the new symbols of the capital.


Tu Lien Bridge and the National Exhibition Center: Hanoi’s New Symbols

In addition to the Tu Lien Bridge project, Vingroup is also the largest investor in the National Exhibition Center project in Dong Hoi and Xuan Canh communes, Dong Anh district. With a scale of up to 90 hectares, this project will replace the old Exhibition Center in Giang Vo and is expected to be completed by July 2025 to commemorate the 80th anniversary of National Day (September 2, 1945 – September 2, 2025).

The National Exhibition Center will be one of the top ten largest exhibition centers in the world, featuring an indoor exhibition area of more than 130,000 square meters and four outdoor exhibition parks totaling 20.6 hectares. Specialized facilities will support the main exhibition area, including a permanent exhibition center, a conference and wedding center, an A-class office complex, a 5-star international hotel, and six parking lots.

Upon completion, the project is expected to become a new symbol of Hanoi, a destination and architectural highlight, capable of hosting international political, economic, and cultural events of regional significance.

Along with the National Exhibition Center, the Tu Lien Bridge will accommodate a large number of domestic and international visitors attending exhibitions and fairs, boosting economic exchange in the northern area of the Red River and its surrounding regions.
