According to the plan, the urban planning project for Hoi Dao town, Nga Son district, Thanh Hoa province, by 2045, has a planning boundary that includes the entire natural area of Nga Thanh, Nga Lien, and Nga Tien communes in Nga Son district.
The total planning land area is approximately 1,379.45 hectares. Specifically, Nga Thanh commune accounts for 347.26 hectares, Nga Tien commune – 582.06 hectares, and Nga Lien commune – 450.13 hectares. By 2030, the total urban land area of Hoi Dao is expected to be 876.04 hectares, and by 2045, it will be 994.53 hectares.
The current population is about 19,159 people (in Nga Thanh commune – 5,080 people, in Nga Tien commune – 5,404 people, and in Nga Lien commune – 8,675 people). The projected population by 2030 is about 25,000 people, and by 2045 it is expected to reach 29,500 people.
Hoi Dao town is located at the northeastern gateway of Nga Son district and Thanh Hoa province through the coastal road. It is the intersection of two economic corridors of the province: the Northeast Economic Corridor (via National Highway 217 and National Highway 217B) and the Coastal Economic Corridor (along the coastal road).
At the same time, it is a connecting town between the northern coastal towns of the province and the dynamic economic sea town in the south of Ninh Binh, Nam Dinh, and Hai Phong provinces. It is located in the eco-tourism and religious tourism service development area of Nga Son district and Ninh Binh province.
In addition, there is potential for developing industrial services as it is located in the center of industrial development: Ha Long Industrial Park – Bim Son Industrial Park – Nga Tan Industrial Park and urban industrial parks in Binh Minh town (Ninh Binh province) and Rang Dong town (Nam Dinh province). The area has the potential for urban infrastructure breakthroughs, ensuring modern and synchronous regional connectivity, facilitating trade and development into a center for tourism services, industrial services, diversifying resources, and maximizing local potential and strengths.
The urban development model has a nucleus in the new eastern urban center, close to the coastal road. The entire urban area is divided into four development areas (including three residential units and one functional area south of the coastal road). The existing areas mainly maintain their spatial stability, preserving the current ecological residential model (combining yards, ponds, and gardens), supplementing infrastructure systems, and improving and enhancing urban greenery and street trees.
The orientation of Hoi Dao’s urban space organization follows the main transport framework: the Northeast-Southwest direction, including the coastal road, the current provincial road 524, and the newly planned provincial road 524. The Northwest-Southeast direction includes the road connecting Bim Son Industrial Park, the coastal road, and Lach Sung port through the town.
The new planning routes connect from Nga Son town, through Nga Thanh commune, to the coastal road. The routes along the north bank of Hung Long canal and the scenic routes along Phu Son canal (connecting from the coastal road to Nga Thanh and Nga Giap communes), Xuan Mai canal, etc.
