Developing nuclear power diversifies Vietnam’s electricity supply.
Presenting the proposal, Deputy Prime Minister Nguyen Hoa Binh stated that the country’s electricity demand is expected to continue rising.
According to the Power Development Plan VIII, the total installed capacity of the power system will increase from approximately 80GW currently to 150GW by 2030 and further to around 490-573GW by 2050.
Therefore, developing new power sources must meet a dual objective: investing in new power plants to ensure sufficient electricity supply while transitioning to greener and cleaner energy sources.
Considering nuclear power development in Vietnam is essential for diversifying the electricity supply and ensuring energy security. It is also a solution that meets the dual task of providing baseload power and being a green and sustainable energy source.
Previously, the National Assembly approved the investment policy for the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Projects, and the Government assigned the Vietnam Electricity Group (EVN) as the investor for these projects.
EVN has collaborated with Russia (for Ninh Thuan 1) and Japan (for Ninh Thuan 2) to carry out investment preparation work. Consultants from both countries completed site approval and feasibility studies for the projects, which EVN then submitted to the Government for approval.
Mr. Nguyen Hoa Binh emphasized that these sites have been thoroughly evaluated by domestic and international consultants and are the best locations, meeting stringent international criteria for constructing nuclear power plants in Vietnam.
The Government also shared that after the suspension of the Ninh Thuan 1 and 2 Nuclear Power Projects, these sites have been reserved for long-term energy strategy, allowing for the potential restart of nuclear power plant construction when authorized by the competent authority.
The Deputy Prime Minister affirmed that utilizing the previously studied sites in Ninh Thuan Province for nuclear power development is advantageous, saving time and costs in research, surveys, and site selection.
The Government’s goal is to ensure the highest level of safety in nuclear power development, minimizing risks to people and the environment.
Proposing a suitable nuclear power management model
The proposal was reviewed by the Committee for Science, Technology, and Environment, and its chairman, Le Quang Huy, agreed on the necessity of continuing the investment policy for the Ninh Thuan Nuclear Power Project.
Mr. Huy recalled that on November 25, 2009, at the 6th session of the 12th National Assembly, a resolution was passed on the investment policy for the Ninh Thuan Nuclear Power Project. Seven years later, at the 2nd session of the 14th National Assembly, another resolution was passed to halt the implementation of this policy.
Given the dynamic global socio-economic landscape and Vietnam’s rising electricity demand, diversifying the electricity supply and ensuring national energy security are critical. The Ninh Thuan Nuclear Power Project is, therefore, a pressing priority.
This project also guarantees a large-scale and stable power supply as a green and sustainable energy source.
The reviewing committee proposed that the National Assembly and its Standing Committee consider and decide on continuing the investment policy for the Ninh Thuan Nuclear Power Project as per the Government’s proposal.
The committee also suggested that the Government direct the research and proposal of a nuclear power development program in Vietnam, linked with the task of enhancing the country’s science and technology capabilities and gradually mastering nuclear power technology.
Mr. Huy further recommended that the Government study and propose a suitable nuclear power management model, emphasizing human resource training, especially for leading experts, in alignment with the comprehensive program for the development and application of nuclear energy and nuclear power.
