15th National Assembly’s 8th Session

Specifically, in the final week of the session, the National Assembly discussed several draft laws in the assembly hall, including the Law on Amendments and Supplements to the Law on Advertising; the Law on Employment (revised); the Law on Special Consumption Tax (revised); the Law on Enterprise Income Tax (revised); the Law on Amendments and Supplements to the Law on Technical Regulations and Standards; the Law on Amendments and Supplements to the Law on the Activities of the National Assembly’s Supervision and People’s Councils; the Law on State Capital Management and Investment in Enterprises; and the Law on Digital Technology Industry.
The National Assembly also listened to the Government’s reports and discussed solutions to continue overcoming difficulties caused by the Covid-19 pandemic, aiming for the early recovery and sustainable development of Vietnam Airlines.
Additionally, the National Assembly reviewed and discussed reports on crime prevention and control, the Supreme People’s Procuracy’s work in 2024, the People’s Court’s work in 2024, law enforcement in 2024, corruption prevention and control in 2024, citizen reception and handling of petitions, and supervision of the settlement of citizens’ complaints and denunciations in 2024.
The National Assembly will pass several laws, including the Law on Notarization (revised); the Law on Urban and Rural Planning; the Law on Value Added Tax (revised); the Law on People’s Air Defense; the Law on Trade Unions (revised); the Law on Amendments and Supplements to the Law on Health Insurance; the Law on Prevention and Control of Human Trafficking (revised); the Law on Geology and Minerals; the Law on Amendments and Supplements to the Law on Officers of the People’s Army of Vietnam; the Law on Fire Prevention and Fighting and Rescue; and the Law on Amendments and Supplements to the Law on Securities, the Law on Accounting, the Law on Independent Audit, the Law on State Budget, the Law on Public Asset Management, the Law on Tax Administration, and the Law on National Reserves.
The National Assembly will also pass resolutions on the master plan for national cultural development for the period of 2025-2035; the national target program on drug prevention and control until 2030; the pilot handling of evidence and assets in the process of investigating, prosecuting, and judging a number of cases and criminal cases; the establishment of Hue City under the Central Government; the organization of urban administration in Hai Phong City; and mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, audit, and court conclusions in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.
Furthermore, the National Assembly will pass resolutions on the pilot implementation of commercial housing projects through agreements on the transfer of land use rights or the right to use land; the North-South high-speed rail project; questioning and answering; and the 8th session of the 15th National Assembly, which includes content on the additional capital investment in Vietcombank, adjustments to the national land use planning for the 2021-2030 period with a vision to 2050, adjustments to the investment policy for the Long Thanh International Airport project, and solutions to overcome difficulties caused by the Covid-19 pandemic for the early recovery and sustainable development of Vietnam Airlines.
Notably, on November 27 and 28, the National Assembly will conduct personnel work.
In the afternoon of November 30, the President of the National Assembly will deliver a closing speech for the 8th session of the 15th National Assembly.

The dual impact of the COVID-19 pandemic in 2020 and the unfavorable evolution of world geopolitical situations has halted the growth and left a heavy toll on global aviation, with Vietnam’s aviation industry being no exception. For Vietnam Airlines, the lack of a quick solution to improve its financial capacity may result in a potential loss of solvency and capital shortage.

The total value of assets lost to corruption cases under investigation is estimated at a staggering 4,586 billion VND, including 59,899 square meters of land. Authorities have successfully retrieved, seized, or temporarily confiscated approximately 1,535 billion VND, 45,303 square meters of land, and 1,444 land-use right certificates.

The Prime Minister emphasized the need for mechanisms and policies to be flexible, feasible, and controllable. This includes relevant and effective policies for training and developing high-quality human resources in the fields related to the three draft laws. He also stressed the importance of mobilizing and utilizing all legal resources efficiently for the country’s development.
