Chairman of the Provincial People’s Committee of Bac Ninh Vuong Quoc Tuan has just worked with Bac Ninh city on handling cases of land allocation beyond authority, land encroachment, and arbitrary change of land use purpose.
Accordingly, Bac Ninh city has over 5,100 cases of land allocation beyond authority, land encroachment, and arbitrary change of land use purpose, with a total area of over 87 hectares. Out of 53 eligible dossiers, 39 have been approved for land registration.
After the land users fulfilled their financial obligations as regulated, the People’s Committee of Bac Ninh city granted 22 certificates of land-use rights and handled administrative violations in 9 cases of land allocation beyond authority and land encroachment since July 1, 2014.
The city also has 49 residential projects, 47 of which were assigned by the Provincial People’s Committee with more than 9,400 lots, totaling an area of over 229 hectares. The People’s Committee of Bac Ninh city has approved over 8,800 lots and granted certificates for over 6,600 lots.
At the working session, Chairman Vuong Quoc Tuan affirmed that local authorities must take responsibility for reviewing the subjects and providing information to the people. The people, meanwhile, are responsible for completing legal procedures and fulfilling their financial obligations to the State.

Mr. Tuan assigned the Center for Surveying and Mapping of the Department of Natural Resources and Environment of Bac Ninh province to complete the measurement and map adjustment in the first quarter of 2025. The Department of Natural Resources and Environment of Bac Ninh province was also assigned to advise the Provincial People’s Committee to issue a land price framework in the first quarter of 2025, ensuring practicality and ease of application.
Mr. Tuan agreed with the policy of forcibly clearing the site to recover land and implement residential projects. Regarding the residential project in Nam Son ward, he requested the Kinh Bac Urban Development and Construction Investment Company to coordinate and provide land-use right certificates to carry out the next steps as regulated.
