On November 7, Da Nang City People’s Committee and the Municipal Department of Information and Communications held a workshop to gather feedback on the draft regulations and resolutions of the Da Nang City Council on policies to support the development of the integrated circuit, semiconductor, and artificial intelligence industries in the city. There were three specific draft resolutions discussed at the workshop, including: a resolution on human resource development policies; a resolution on the criteria for recognizing businesses operating in the fields of integrated circuits, semiconductors, and artificial intelligence in Da Nang; and a resolution on policies for the management, operation, and support of information infrastructure assets.
Mr. Ho Ky Minh, Vice Chairman of the Da Nang People’s Committee, stated that the workshop aimed to gather input from experts, scientists, business leaders, and educators to finalize and soon promulgate the regulations and resolutions on policies to support the development of the integrated circuit, semiconductor, and artificial intelligence industries in the city. This is one of the concrete steps in implementing the National Assembly Resolution 136/2024/QH15 on urban governance and pilot special mechanisms and policies for the development of Da Nang city.
According to Mr. Minh, the content of the above-mentioned resolutions needs to be practical and targeted to ensure that the right beneficiaries are reached and to create a wider impact. The contributions of experts and scholars will help refine the three draft resolutions before they are presented to the Da Nang City Council at its session in December. The resolutions are expected to come into effect on January 1, 2025, concurrently with the National Assembly Resolution 136/2024/QH15.
During the workshop, the delegates focused their discussions on three main groups of issues, including: criteria and conditions for beneficiaries of the policies; the content and level of support provided by the policies; and the procedures and required documents.
Notably, the draft resolution on human resource development policies sparked discussions regarding the requirements for attracted experts and scholars, who must commit to working, teaching, or researching in the fields of integrated circuits, semiconductors, or artificial intelligence at organizations, agencies, universities, training support institutions, or enterprises in Da Nang for a minimum of one year. In case of failure to fulfill this commitment, they must refund 100% of the supported funds.
Within five years before being attracted, experts and scholars in the fields of integrated circuits, semiconductors, and artificial intelligence must meet at least one of the following criteria: having an annual income of 5 billion VND or more; holding a doctoral degree from one of the top 400 universities in the world; possessing 15 years of experience and at least one invention recognized under the provisions of intellectual property law in activities related to the semiconductor and artificial intelligence industries, including training, consulting, technology transfer, and operating equipment and production lines for design, assembly, testing, and packaging.
Additionally, they must have experience in one of the following key roles: director or senior manager in enterprises, organizations, or institutions engaged in the integrated circuit, semiconductor, or artificial intelligence industries with a global revenue of 100 million USD or more; or at one of the top 400 universities in the world.
In terms of general policies: Attracted experts and scholars will receive an initial income of 100 million VND per person; this is a one-time payment made after signing the contract. They will also be provided with free accommodation at the Song Han Hotel (or other accommodations with a commitment to sponsor the city) or a monthly allowance not exceeding 20 million VND during their assignment in Da Nang, for a maximum period of one year. They will be reimbursed for 100% of their airfare (economy class) for one trip from their country of residence or work to Da Nang and one trip back. For research results that have been accepted and ordered for pilot production or commercialization, they will receive support covering 60% of the costs, up to a maximum of 2 billion VND. To commercialize products in the form of prototypes, they can access up to 100 million VND, including costs for training, technology transfer, and marketing based on scientific research results, technology development, incubation, and innovation.
Furthermore, they can receive support of up to 300 million VND per research project or product for purchasing IP cores, software licenses, patents, algorithms, and libraries for research and development. They are also entitled to full reimbursement for publishing scientific topics in reputable scientific journals as per the regulations of the Ministry of Science and Technology, the National Office of Intellectual Property, and related agencies. For each intellectual property right and exclusive patent published in Vietnam, they will receive support of 25 million VND, and for those published internationally, the support amount is 50 million VND.
For experts and scholars attracted to work at public service units or government agencies under the Da Nang City for less than a year, they will receive all the prescribed policies and an income of 50 million VND per month.
The policies to support the development of enterprises in the fields of integrated circuits, semiconductors, and artificial intelligence also outline the procedures and conditions for supporting strategic investors and partners in these industries, including a maximum of 5% of the total cost of purchasing production equipment, relocation expenses for assets, production lines, technology, and investment projects.
To be eligible for support in hiring highly qualified personnel, strategic partners in the fields of integrated circuits, semiconductors, and artificial intelligence must meet one of the following criteria: the head of a branch, representative office, or business location of the enterprise; a person who directly leads at least one field of the agency, organization, or enterprise and is directly managed by the head of the agency, organization, or enterprise; or a worker with a minimum of five years of experience in the specialized field of integrated circuits, semiconductors, or artificial intelligence, including at least two years of work experience in enterprises, organizations, or institutions in these fields with a global revenue of 100 million USD or higher, or at one of the top 400 universities in the world.
Enterprises meeting one of the above criteria will receive support covering 30% of the cost of hiring highly qualified personnel working at strategic partner enterprises in the fields of integrated circuits, semiconductors, and artificial intelligence in the city, with a total support not exceeding 20% of the total annual salary fund for hiring highly qualified personnel for the first five years, and a maximum of 1 billion VND per year per enterprise.
