The electricity generation price framework for hydroelectric power plants in 2024 is set at 0 – 1,110 VND/kWh, exclusive of relevant taxes and fees such as water resource tax, forest environmental service fees, water resource exploitation fees, and value-added tax.

This price range remains unchanged from the 2023 electricity generation price framework for hydroelectric power plants.

According to the Ministry of Industry and Trade, the 2024 electricity price framework will be applied to the negotiation of power purchase agreements for hydroelectric power plants as specified in Point a, Clause 2, Article 1 of Circular No. 57/2014/TT-BCT dated December 19, 2014, by the Minister of Industry and Trade, which stipulates the methods and procedures for developing and issuing the electricity price framework.

The Ministry requires the Vietnam Electricity Group and power generation units to negotiate power purchase prices based on the issued framework, ensuring compliance with electricity price determination methods and legal regulations on investment and construction cost management.

This Decision takes effect from the date of signing, November 28, 2024.

In 2023, the electricity generation price framework for hydroelectric power plants was also set at 0 – 1,110 VND/kWh (excluding taxes and fees). Meanwhile, the coal price was 1,808,000 VND/ton, and the electricity generation price framework for coal-fired thermal power plants was 0 – 1,559.70 VND/kWh.
