Standing Member of the National Assembly and Chairman of the Law Committee, Hoang Thanh Tung, presents the Report on the explanation, adoption, and amendment of the draft Resolution on the establishment of Hue City under the Central Government.

At the meeting, before proceeding to the vote, the National Assembly listened to the Standing Member of the National Assembly and Chairman of the Law Committee, Hoang Thanh Tung, present the Report on the explanation, adoption, and amendment of the draft Resolution on the establishment of Hue City under the Central Government.

According to the report, regarding the general opinion, the National Assembly Standing Committee (NASC) agreed with the opinions of the National Assembly deputies, believing that the submission of the draft Resolution on the establishment of Hue City under the Central Government to the National Assembly for consideration and decision-making holds great significance. It acknowledges and marks a prominent achievement in realizing the policy of promoting urbanization in tandem with the country’s urban economic development.

Addressing the concerns about the ratio of urban administrative units (AUs) directly under Hue City and the criterion of per capita income per month compared to the national average being relatively low, the NASC is of the opinion that Hue City is established with the primary task of preserving and promoting the unique values of the ancient capital and the tangible cultural heritage recognized by UNESCO. Therefore, in principle, there will not be an emphasis on the urbanization rate but a greater focus on ensuring quality and sustainability in urban development. The establishment of Hue City will serve as a driving force for the Government, local Party committees, and authorities to implement approved urban planning and development programs. They will have a clear direction and concrete investment and development plans to enhance urban quality and rapidly, robustly, and sustainably develop the urban economy, thereby gradually raising the per capita income and other development indices in Hue City.

Regarding the proposals and recommendations for the establishment of Hue City under the Central Government, the NASC acknowledged that, in the past, the implementation of Resolution No. 54-NQ/TW of the Politburo and Resolution No. 38/2021/QH15 of the National Assembly, along with the consensus and determination of local Party committees, authorities, and people from all walks of life, has resulted in a remarkable leap in the urban face of Thua Thien Hue Province, both qualitatively and quantitatively. It has left significant imprints on socio-economic development and contributed to improving the quality of life for the local people. Therefore, taking into account the opinions of the National Assembly deputies, after the establishment of Hue City under the Central Government, it is proposed that the Government, local Party committees, and authorities continue to take measures to improve and enhance the level of socio-economic development and attract diverse investment sources in the area. They should promote stable development, ensure balance and harmony based on the principle of conserving and promoting the values of heritage while creating a driving force and leverage to boost socio-economic development in Hue City. Simultaneously, they should research and propose adjustments and supplements to the specific mechanisms and policies suitable for the development requirements of Hue City under the Central Government for submission to the National Assembly for consideration and decision-making.

In the process of development, to ensure the effective implementation of the National Assembly’s Resolution, it is proposed that the Government pay attention to and regularly direct and urge the Hue City authorities to seriously implement the aforementioned orientations and requirements. The agencies of the National Assembly and the National Assembly deputies also have the responsibility to supervise the implementation of the National Assembly’s Resolution and the NASC.

Regarding the draft Resolution of the National Assembly, based on the study and adoption of the opinions of the National Assembly deputies, the NASC has directed the agencies to review and amend the draft Resolution in the following directions: Affirming the establishment of Hue City as a centrally governed city to clarify its name, form, and nature as an AU. The name “Hue City” has converged historical, cultural, and traditional elements of the locality and has become familiar and endearing to domestic and foreign tourists. It has also received an extremely high consensus rate of 98.67% from voters and local people.

At the same time, a provision has been added regarding the change of name for agencies, organizations, and units associated with the name of Thua Thien Hue Province to operate with the name of Hue City from the effective date of the National Assembly’s Resolution. It affirms that the specific mechanisms, regimes, and policies for Thua Thien Hue Province will continue to be implemented in Hue City until the end of the application period or until there is a decision from the competent authority…

Additionally, to provide a legal basis for the reorganization of the local government apparatus in the newly established districts, in line with the remaining period of the 2021-2026 term, and to avoid generating an excessive amount of complex tasks for the newly formed AUs, the NASC agreed with the Government’s proposal to the National Assembly to supplement the draft Resolution with regulations on the organization and operation of the People’s Councils, People’s Committees, and specialized agencies under the People’s Committees of the new districts.

National Assembly deputies proceed to vote

Under the direction of Vice Chairman of the National Assembly, Nguyen Khac Dinh, the National Assembly proceeded to vote on the Resolution on the establishment of Hue City under the Central Government. The electronic voting results showed that 458 out of 461 National Assembly deputies participated in the vote, with 95.62% in favor. Thus, the National Assembly has officially passed the Resolution on the establishment of Hue City under the Central Government.

According to the Resolution, Hue City is established as a centrally governed city on the basis of the entire natural area of 4,947.11 km2 and a population of 1,236,393 people of Thua Thien Hue Province.

Hue City borders Da Nang City, Quang Nam Province, Quang Tri Province, the Lao People’s Democratic Republic, and the East Sea. This Resolution takes effect from January 1, 2025.
