Nuclear Power Investment Project in Ninh Thuan Province

The National Assembly also acknowledged the efforts and determination of the Government, the Prime Minister, ministries, sectors, and local authorities in implementing the resolutions of the National Assembly on piloting several specific mechanisms and policies for the development of Hai Phong City, Can Tho City, Thanh Hoa Province, and Thua Thien-Hue Province.

However, the achieved results have not yet met the set goals. Therefore, the National Assembly requests the Government and the Prime Minister to enhance the direction of ministries, related agencies, and local authorities to heighten their sense of responsibility and determination and strive to implement the resolutions. They are also urged to promptly direct the implementation of solutions to overcome obstacles in the process.

The National Assembly also agreed to continue the policy of investing in the Ninh Thuan Nuclear Power Project and assigned the Government to urgently direct the allocation of resources for its implementation according to the conclusions of the authorized agency. They are also tasked with studying and proposing amendments and supplements to relevant laws, including the Law on Atomic Energy.

Regarding the Long Thanh International Airport Project, the National Assembly permits the Government to organize the approval of the adjusted feasibility study report for phase 1 of the project within its competence without having to report to the National Assembly for approval.

Specifically, the National Assembly approves the investment in the construction of two runways in the north and one passenger terminal with a capacity of 25 million passengers and 1.2 million tons of cargo per year, along with synchronous auxiliary items.



Vietnam Airlines Allowed to Offer More Shares

The resolution passed by the National Assembly also approves the policy of additional state capital investment to maintain the state capital ratio at Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank) with an amount of more than VND 20,000 billion from stock dividends.

The National Assembly also passed solutions to continue removing difficulties caused by the impact of the COVID-19 pandemic to help Vietnam Airlines (VNA) recover and develop sustainably.

Accordingly, the National Assembly permits VNA to offer more shares to existing shareholders to increase its charter capital, with a maximum scale of VND 22,000 billion.

Moreover, the National Assembly also allowed Pacific Airlines Joint Stock Company to waive late payment fines and late payment amounts calculated on tax debts arising according to the decision of the competent tax authority, remaining unpaid by December 31, 2024.

“Pacific Airlines Joint Stock Company is responsible for paying the total amount of tax debt (principal) before December 31, 2024. After this deadline, the tax authority shall calculate the late payment amount, urge, and apply compulsory measures according to regulations,” the resolution states.

The National Assembly also agreed to supplement the state budget estimate for 2024 for central ministries, agencies, and localities to implement the salary base according to the Government’s Decree No. 73/2024/ND-CP. Specifically, VND 55,000 billion of the salary reform accumulation source of the central budget will be added to the state budget revenue estimate for 2024, and the corresponding amount will be added to the state budget expenditure estimate for 2024.


Strict Handling of Corruption and Wastefulness

At the closing session on November 30, the National Assembly voted to pass the Resolution of the 8th session of the XVth National Assembly.

Accordingly, the National Assembly requests the Government, the Prime Minister, and ministries to promptly issue legal documents within their competence regarding innovative thinking and legislation; resolutely abandon the mindset of “if it can’t be controlled, then ban it”; and ensure that legal provisions are stable, transparent, and easily accessible.

Along with this, it is necessary to further tighten discipline and improve control over power in law-making, emphasizing the responsibility of leaders and the coordinating role of agencies in each stage of the process. Timely detection and strict handling of corruption, wastefulness, negativity, and the inclusion of interest groups and local interests in legal documents must be prioritized.

The National Assembly also requested agencies to continue reviewing legal regulations in the fields of investigation, prosecution,

judgment, and execution; bidding, auction, investment in the construction of infrastructure, land, minerals, finance and banking, gasoline and oil, electricity… and other fields prone to corruption, negativity, and wastefulness.
