Prime Minister Pham Minh Chinh emphasized the need for a thorough assessment of the policy’s impact on affected entities and careful preparation in personnel arrangements to ensure the synchronous and effective implementation of the plan without hindering political tasks. He made the direction at the first meeting of the Government Steering Committee on summarizing the implementation of Resolution No. 18 on continuing to renew and rearrange the organizational structure of the political system towards efficiency and effectiveness on November 30th.

The Prime Minister highlighted the complexity and sensitivity of the Government’s reorganization and streamlining process, underscoring the need for clear thinking, strong determination, and decisive actions. He emphasized the importance of unity and placing the interests of the nation and the people above all else.
He directed that the plan for rearranging and streamlining the Government’s organizational structure should adhere to the Constitution, the Political Platform, the Party’s Regulations, and the Central Committee’s resolutions, in line with the directions of the Politburo during the review of Resolution 18’s implementation.
Additionally, the Prime Minister advised that the construction of the State apparatus should follow the guidance of General Secretary To Lam in building a “Compact, Strong, Efficient, Effective, and Performing” political system.
He provided directions on determining the functions, tasks, and powers of agencies and continuing the renewal of the Government in tandem with the renewal of the National Assembly and judicial agencies. This approach aims to build a democratic, professional, modern, and strong Government that operates with transparency, creativity, efficiency, and effectiveness.

At the meeting, the Prime Minister assigned specific tasks to relevant ministries, sectors, and deputy prime ministers according to their areas of responsibility. The Ministry of Home Affairs was tasked with finalizing the implementation plan and providing a general outline to guide the summary process.
He also instructed the ministries and sectors to establish steering committees or working groups to implement the directions of the higher levels and review legal documents related to the functions, tasks, and powers of the agencies.

Streamlining Urban Subdivision Planning: Expediting the Process
The draft Law on Urban and Rural Planning has been revised with a new provision that reduces the maximum time for completing the formulation and approval of detailed urban planning schemes, from 12 months to 6 months, after the approval of the general urban plan.
