At the press conference on the results of the 8th session of the 15th National Assembly on November 30, 2024, the newly appointed Secretary-General of the National Assembly, Le Quang Tung, addressed a question regarding the streamlining of the apparatus of the National Assembly, the agencies under the Standing Committee of the National Assembly, and the National Assembly Office.
Emphasizing the system-wide determination to streamline the apparatus, Secretary-General Le Quang Tung highlighted the important directions set by General Secretary To Lam at the 10th Plenum of the Central Committee. He stated that streamlining does not mean reduction but rather ensuring a lean, efficient, and effective structure. This, he added, requires careful consideration and research.
To implement the resolutions of the 10th Plenum, the National Assembly has established a Steering Committee, led by Chairman of the National Assembly Tran Thanh Man, to oversee the realization of Resolution No. 18-NQ/TW on streamlining and enhancing the efficiency of the apparatus of the National Assembly, agencies under the Standing Committee, and the National Assembly Office.

According to the Secretary-General, the streamlining process involves simultaneous efforts, including reviewing the implementation of Resolution 18 and studying ways to streamline the apparatus of the National Assembly and the National Assembly Office.
Mr. Le Quang Tung assured that the outcomes of the various options would be communicated soon, with a planned announcement to the public in late December 2024 or January 2025.
Regarding the number of National Assembly deputies and the number of National Assembly agencies, the Secretary-General stated that these matters require scientific evaluation and careful research.
In his closing remarks at the session, Chairman of the National Assembly Tran Thanh Man underscored the commitment to continue with strong reforms. He emphasized that the National Assembly, the Standing Committee, the Council of Ethnic Groups, the National Assembly’s committees, the National Assembly Office, and the agencies under the Standing Committee would proceed with vigorous innovations. This includes streamlining the organization to be “lean, efficient, and strong,” enhancing the effectiveness of their activities, and restructuring the team of officials to ensure they possess the necessary qualities and capabilities to fulfill their duties.
No changes to personal income tax exemption
At the press conference, a question was raised regarding adjustments to the personal income tax exemption.
In response, Vu Tuan Anh, a member of the Finance and Budget Committee of the National Assembly, acknowledged that many deputies had expressed opinions on revising the exemption amount. However, he clarified that the government had not yet submitted this content to the Standing Committee of the National Assembly.

Mr. Vu Tuan Anh acknowledged that the personal income tax exemption has undergone changes, and the National Assembly agencies have recommended studying adjustments. However, the Ministry of Finance has been focusing on addressing immediate concerns, such as amending the Value Added Tax Law to raise the tax threshold from 100 million VND to 200 million VND and revising the Personal Income Tax Law to lower the tax threshold for households and individuals engaged in production and business.
He explained that regarding the personal income tax exemption, the government will propose adjustment levels when amending the law. However, as per their authority, the government has not yet submitted any proposed adjustments to the Standing Committee of the National Assembly for consideration.

The National Assembly agrees to continue with the policy of investing in the Ninh Thuan nuclear power project and assigns the Government to urgently direct the allocation of resources for its implementation, in accordance with the conclusions of the competent authorities. This includes researching and proposing amendments to relevant laws, such as the Law on Atomic Energy.
Regarding Vietnam Airlines, the National Assembly approves the plan to offer additional shares to existing shareholders, thus increasing its charter capital by a maximum of VND 22,000 billion.
