With an overwhelming majority of 458 out of 461 delegates voting in favor, the XV National Assembly has passed a resolution to establish Huế as a centrally-controlled city.
The resolution, effective from January 1, 2025, was decided during the 8th session of the National Assembly on November 30.
The National Assembly agreed to the establishment of Huế City, which will encompass the entire area of 4,947.11 km2 and a population of 1,236,393 people from Thừa Thiên Huế Province.
The Standing Committee of the National Assembly, within its duties and authority, will decide on the arrangement and establishment of district- and commune-level administrative units within Huế City, ensuring that these changes come into effect simultaneously with this resolution.
Agencies, organizations, and units bearing the name of Thừa Thiên Huế Province will be renamed to reflect the new city’s name.
The Government, the People’s Council, the People’s Committee of Thừa Thiên Huế Province, and relevant agencies and organizations are responsible for organizing the implementation of this resolution, streamlining local administrative apparatus, and ensuring the stability of local people’s lives, as well as promoting socio-economic development, national defense, and security in the area.
Thừa Thiên Huế Aims for 9-10% Annual Growth in the 2021-2030 Period
On November 29, Deputy Prime Minister Trần Hồng Hà signed Decision No. 1481/QD-TTg approving the Plan for Implementing the Planning of Thừa Thiên Huế Province for the 2021-2030 period, with a vision towards 2050.
According to the plan, Thừa Thiên Huế Province will complete the Planning for Conservation, Restoration, and Upgrading of the Complex of Huế Monuments until 2030, with a vision towards 2050. The province will also review, establish, and adjust urban and rural planning, as well as technical and specialized planning in the area, in accordance with the relevant laws and regulations, ensuring consistency and harmony with the approved provincial planning.
The province will complete and implement proposals for the establishment of a centrally-controlled city and the arrangement and establishment of district- and commune-level administrative units within the province of Thừa Thiên Huế. This includes the Proposal for the Arrangement of Administrative Units at the District and Commune Levels for the Period of 2023-2025 in Thừa Thiên Huế Province and the Proposal for the Establishment of Phong Điền Town and the Arrangement of Commune-Level Administrative Units for the Establishment of Wards within Phong Điền Town, Thừa Thiên Huế Province. Additionally, the province will work on the Proposal for the Classification of Thừa Thiên Huế as a Type I City, the Proposal for the Development of the Tam Giang-Cầu Hai Lagoon Area until 2030, the Proposal for the Thừa Thiên Huế High-Tech Park, and several other proposals.
To implement the projects outlined in the provincial planning, Thừa Thiên Huế Province will complete infrastructure projects that are already underway or have been implemented with public investment funds, aiming to maximize the efficiency and impact of these projects. The province aims to leverage public investment to catalyze further investment from society.
The province will focus on investing in social and technical infrastructure projects that have a significant spillover effect, particularly strategic transport infrastructure that ensures modernity, connectivity, and synergy with economic corridors such as the North-South Economic Corridor (with National Highway 1 as the main axis) and the East-West Economic Corridor. Priority will be given to Road 71, which connects Phong Điền Port to the Hồng Vân Border Gate via National Highway 49F. The province will also focus on developing urban coastal transport infrastructure, with the coastal road as the main axis, and modern transport systems (such as electric trains and high-speed railways) connecting Huế City, Hương Thủy Town, Hương Trà Town, and other coastal urban areas.
Cultural designs and infrastructure serving cultural activities will also be a focus, including the National Museum of Court Antiquities in Huế, the Provincial Museum, the Huế Cuisine Museum, the National Center for Document Conservation, the National Film and Cultural Center, and the Global Academic Center for Heritage Conservation and Creative Cultural Industries.
According to the Plan, to achieve the GRDP growth target of 9-10% during the planning period of 2021-2030, Thừa Thiên Huế Province is expected to mobilize a total social investment capital of approximately VND 430,000-450,000 billion.
The capital from the state sector will be determined by the medium-term public investment plan and the state budget in accordance with the laws on public investment and the state budget. The capital from the non-state sector and FDI will depend on the province’s ability to attract investment.
In terms of capital structure, there will be a gradual increase in the proportion of capital from the non-state and FDI sectors, while the proportion of capital from the state sector will be reduced.
