On November 21, 2016, the Chairman of the People’s Committee of Thanh Hoa province approved the investment plan for a Comprehensive Service Center project in Dong Huong ward, Thanh Hoa city. The investor is Thanh Hoa Passenger Car Joint Stock Company.

The project aims to build a comprehensive service center to provide short-term accommodation, office rental, and fuel (gasoline) services to the area.

The project includes a 15-story commercial center integrated with a hotel, a 5-story service center combined with a parking lot, a type IV gas station, and other technical infrastructure works on a total area of approximately 6,300 m2, with an investment of about VND 160 billion.

Construction began in Q3/2016, and the project was expected to be completed and operational by Q4/2019. However, in reality, the project did not commence until 2020.

After two years of bustling construction, the project suddenly halted in December 2022, when the structure had reached the 13th floor. Since then, the project has remained stagnant.
