Mr. Nguyen Truong Giang, the manager of the parking lot, was unable to provide relevant documents when questioned by authorities, as reported by Hoang Mai District’s Urban Management Division.

The task force instructed Mr. Giang to cease unauthorized parking operations and remove all vehicles from the premises immediately. Despite this, a significant number of cars remained on November 29, as seen by Tien Phong reporters.

Previously, Hoang Mai District’s Urban Management Division in Hanoi provided a written response to Tien Phong newspaper regarding the article “Abandoned Apartment Complex Parking Lot in Hanoi.” On November 5, representatives from the People’s Committee of the ward, the District Traffic and Transportation Inspectorate, and the District Police’s Traffic Order and Safety Division conducted an inspection and issued a report at the parking lot of Den Lu III apartment complex. Approximately 30 vehicles were found parked on the premises, managed by Mr. Nguyen Truong Giang (born in 1987 and residing in Binh Xuyen, Vinh Phuc). The report stated that Mr. Giang could not present any documents authorizing him to operate a parking lot at the apartment complex. The task force instructed Mr. Giang to cease unauthorized parking operations and remove all vehicles from the premises immediately. The District Traffic and Transportation Inspectorate issued an administrative fine to Mr. Nguyen Truong Giang on November 5. The Urban Management Division of Hoang Mai District stated in their report that the People’s Committee of the ward would organize the removal of the vehicles if Mr. Giang failed to do so by November 25.
