The current state of the Bach Dat, Urban Area No. 7B Expansion, and Hera Complex Riverside projects (invested by Bach Dat An Joint Stock Company) related to the largest land petition case in Central Vietnam is a sad sight of flooded areas and overgrown vegetation, leaving many customers heartbroken.

Regarding these three projects, the People’s Committee of Quang Nam Province has adjusted the progress and agreed to extend the deadline to the end of June 2025 to complete compensation and site clearance work, and to the end of December 2025 to implement and complete the projects, with final inspections and handovers for operation.

According to observations at the three project sites, the unfinished infrastructure and overgrown vegetation have turned the areas into ideal spots for local residents to graze their cattle. In 2017, Bach Dat An Joint Stock Company signed a contract with Hoang Nhat Nam Investment Joint Stock Company to distribute nearly 1,000 land lots in the three urban projects: 7B Expansion, Hera Complex Riverside, and Bach Dat. Subsequently, the two companies became embroiled in a dispute and took legal action against each other. Despite court rulings, the enforcement process to restore the rights of approximately 1,000 customers has faced challenges due to the developer’s failure to fulfill their obligations.

According to the developer’s report, the Hera Complex Riverside project still has 39 households (including 29 households who have not received the advance payment for 2017). The main reason for households not signing the paperwork is related to crop compensation, and legal procedures are complicated due to the death of the support recipient or the inability to contact them. The 29 households are demanding additional support beyond the proposed plan, including large sums of money and the allocation of residential land…

Local residents hope that these projects will be implemented and completed as soon as possible to improve the infrastructure and roads in the area, ensuring safety, preventing flooding during the rainy season, and reducing dust during the dry season.

Machinery and equipment have been left idle at the Bach Dat project site for an extended period, and they have started to rust and deteriorate.

Similarly, the 7B Expansion project site presents a picture of stagnant water, unfinished infrastructure, and vegetation growing along the plots of land. According to the developer’s report, there are still 46 households (including 6 households who have not received the advance payment for 2017) whose land needs to be cleared. The main reason for households not signing the paperwork is related to crop compensation, and legal procedures are complicated due to the death of the support recipient or the inability to contact them.

In granting the project extension, the People’s Committee of Quang Nam Province also requested that Bach Dat An Joint Stock Company coordinate with the People’s Committee of Dien Ban Town to review and assess the feasibility of completing the compensation and site clearance work for the remaining area in the three projects.

In cases where the remaining area is urban framework infrastructure and connecting transportation infrastructure, all measures must be taken to definitively resolve the compensation and site clearance work, ensuring connectivity with the area’s general infrastructure. If land clearance cannot be continued and does not fall within the scope of investment in urban framework infrastructure and connecting transportation infrastructure, the company must assess the implementation of planning, prepare dossiers and procedures, and report to competent authorities for consideration and approval of adjustments to the detailed planning (1/500).

The messy, stagnant water, and overgrown vegetation across the three projects have left land purchasers heartbroken. The People’s Committee of Quang Nam Province also requires the project investors to develop specific plans and timelines to implement the projects, ensuring compliance with the adjusted schedule approved by the competent authorities. This timeline must be submitted to the functional agencies to serve as a basis for managing the progress and monitoring the implementation of the projects as prescribed.

The prolonged dispute between the developer and the distributor has caused nearly 1,000 land buyers in the three urban projects of 7B Expansion, Hera Complex Riverside, and Bach Dat to suffer for many years in their pursuit of their rights. Up to now, there is still no conclusion, and customers must continue to wait for the resolution of the outstanding issues before receiving their red books.
