Mr. Nguyen Trong Khien, Vice Chairman of the People’s Committee of Thanh Oai district, confirmed this information to Tien Phong newspaper on December 4th.
According to Mr. Khien, after the land auction in Thanh Oai district, there were various opinions from the public regarding the high bids made by multiple customers, who then withdrew from the auction. Some believed that there were signs of bid rigging, while others argued that the bidding behavior was up to the individuals participating in the auction. “The police are currently investigating and verifying whether there were any signs of bid rigging. If there is any basis, the authorities will handle the case in accordance with the law,” asserted Mr. Khien.
Prior to this, on November 30th, the People’s Committee of Thanh Oai district organized an auction for 22 land lots in Do Dong commune, with lot sizes ranging from 85 sq. m. to 135 sq. m. and a starting price of VND 5.3 million per sq. meter.
The auction was conducted through a direct secret ballot, with a minimum of six mandatory rounds. The increment for each round was VND 5 million per sq. meter.
The first few rounds proceeded normally. However, in the 8th round, the highest bid reached VND 70.3 million per sq. meter, but due to the simultaneous withdrawal of customers, none of the land lots were successfully auctioned.

Mr. Nguyen Trong Khien shared that upon review, the authorities identified that most of the customers participating in the November 30th auction were from real estate agencies and brokerage offices, with minimal participation from local residents.
Regarding land auctions in Hanoi, on December 3rd, the Investigation Agency (Hanoi Police) detained five individuals for “Violation of regulations on the activity of selling assets by auction.”
Previously, on November 29th, Soc Son district held an auction for 58 land lots in Dong Lai village, Quang Tien commune, Soc Son district. In the 5th round of bidding, three land lots reached a price of VND 30 billion per sq. meter. Nonetheless, in the 6th round, these individuals withdrew, causing the auction to be halted.
The People’s Committee of Soc Son district suspected bid rigging and requested the police to investigate the matter.
After a period of investigation, on December 3rd, Hanoi Police criminally detained five individuals for further investigation.
