The Ministry of Construction’s portal informed that Vice Chairman of the City People’s Committee Duong Duc Tuan had just signed and issued Decision No. 6181/QD-UBND dated November 29, 2024, on approving the adjustment of the detailed planning of the urban area of West Lake and its vicinity (A6), at the scale of 1/2000, for the land fund planning code O1-P3 (the land use planning part). The location is at Quang An and Tu Lien wards, Tay Ho district, Hanoi city.

The adjustment aims to supplement the green space fund to enhance the landscape on both sides of Vo Chi Cong road. It will serve as a basis for further detailed planning adjustments at the scale of 1/500 and the formulation of investment projects for the construction of green spaces and parks. It will also guide local authorities and governments in managing construction investment in accordance with the planning.

According to the issued Decision, the adjustment of the detailed planning of the urban area of West Lake and its vicinity (A6), at the scale of 1/2000, for the land fund with the planning code O1-P3 (the land use planning part) is based on ensuring the synchronous connection of technical infrastructure and transportation network around the adjusted area, in accordance with the approved detailed planning of the West Lake and its vicinity (A6) at the scale of 1/2000, while still meeting the parking needs of the project as per the approved planning.

Other contents outside the scope of the above-mentioned detailed planning adjustment shall remain unchanged according to the Planning of the Urban Area of West Lake and its vicinity (A6), at the scale of 1/2000, which was approved by the City People’s Committee in Decision No. 4177/QD-UBND dated August 08, 2014, and other related decisions and regulations.

It is announced that the adjustment complies with the procedures prescribed in the Law on Urban Planning; adheres to the National Technical Regulations on Construction Planning and current design standards.

Regarding the specific adjustment content, for land use planning, according to the Planning of the Urban Area of West Lake and its vicinity (A6), at the scale of 1/2000, which was approved by the City People’s Committee in Decision No. 4177/QD-UBND dated August 08, 2014, the land fund under study for adjustment belongs to the planning block coded O1-P3, with an area of about 0.34ha, and has the function of parking land. The planning architecture indices include: construction density of 50-70%; 03 floors.

After the adjustment, the land use function of the planning block coded O1-P3 was changed from parking land to urban green space (including trees, flower gardens, etc.). The planning architecture indices are in line with the orientation of the Planning of the Urban Area of West Lake and its vicinity (A6), at the scale of 1/2000, which has been approved, and the National Technical Regulations on Construction Planning.

In terms of architectural and landscape organization, the Decision clearly states that the organization of architectural and landscape space of the green space and flower garden area should serve the surrounding area, harmonizing with the general landscape of the adjacent constructions along Vo Chi Cong road and the surrounding area, complying with the National Technical Regulations on Construction Planning, specialized design standards, and relevant regulations.

The organization of space, architecture, and landscape ensures compliance with the general plan for land use with planning indices as prescribed by specialized regulations; and meets the requirements for fire prevention and fighting, environmental sanitation, traffic safety, etc.

Regarding technical infrastructure planning, the Decision of Hanoi states that it shall comply with the Planning of the Urban Area of West Lake and its vicinity (A6), at the scale of 1/2000, which was approved by the City People’s Committee in Decision No. 4177/QD-UBND dated August 08, 2014.

The City People’s Committee assigns the People’s Committee of Tay Ho district and the planning consulting unit to be responsible for the legal organization of the formulation, quality, data, accuracy, and consistency with the system of drawings, explanations, and management regulations.

The People’s Committee of Tay Ho district is assigned to coordinate with the Department of Planning and Architecture to organize the public announcement of the adjusted detailed planning so that agencies, organizations, individuals, and the community are aware of it.
