Vice Prime Minister Tran Hong Ha emphasized the importance of timely execution of the component projects of the Long Thanh International Airport project during a meeting on December 2nd with the Task Force for the construction of the airport’s first phase. The meeting focused on the progress of component 4, which includes ground service facilities and transportation connections to the airport.

According to Le Anh Tuan, Deputy Minister of Transport, the Ministry has instructed the Aviation Authority to conduct bidding and award contracts for urgent and necessary infrastructure projects to ensure the airport’s functionality during its initial operation. These include an aircraft sanitation area, ground service vehicle maintenance facilities, an in-flight catering area, and an aircraft maintenance and repair area.

Attendees at the meeting analyzed the challenges and obstacles faced, concluding that more vigorous and resolute efforts from the Ministry of Transport are necessary to align the progress of component 4 with that of the other components of the Long Thanh Airport project.

Vu The Phiet, General Director of the Vietnam Airports Corporation (ACV), stated that for the successful operation of the Long Thanh Airport, it is crucial to synchronize the completion of airport facilities and infrastructure (the component projects) with the development of standardized operating procedures and complementary transportation links.

Mr. Vu The Phiet recommended that the Ministry of Transport promptly finalize the necessary procedures to assign enterprises, including ACV, to invest in and immediately implement projects and works that the Ministry of Transport has identified as unfeasible to complete on time, such as the cargo terminal, express cargo terminal, and cargo handling warehouses, along with the remaining works and projects.

Concluding the meeting, Vice Prime Minister Tran Hong Ha stated that the delay in implementing component 4 while other components are on schedule or ahead of schedule will significantly impact the operation of Long Thanh Airport and may lead to considerable waste.

The Ministry of Transport is accountable for the progress of component 4 and must vigorously implement solutions to complete the works and projects of component 4 in synchronization with the other components to ensure the timely operation of Long Thanh Airport as planned.

The Ministry of Transport is tasked with reviewing all bidding documents for the works and projects within component 4, clearly defining the projects that the Ministry will execute, and those that will be assigned to capable and resourceful enterprises with specific progress commitments. These adjustments will be presented to the Prime Minister for a revision of Decision No. 1777 on the approval of the investment project for the construction of the Long Thanh International Airport, phase 1.

During the meeting, the Vice Prime Minister also received reports and provided guidance to address challenges and obstacles in implementing expressways connecting to Long Thanh Airport, including the expansion of the Ho Chi Minh City-Long Thanh section of the Ho Chi Minh City-Long Thanh-Dau Giay Expressway, the Ben Luc-Long Thanh Expressway, and Ho Chi Minh City’s Ring Road 3.

The Long Thanh Airport project in Dong Nai province spans 5,000 hectares with a total investment of VND 336,630 billion. The project broke ground in early 2021, with the National Assembly initially requiring its completion and operation by 2025.

At the 8th session of the XV National Assembly on November 30, 2024, the National Assembly agreed to adjust the scale and timeline of the first phase of the project: delaying the completion date to December 31, 2026, and supplementing the construction of two runways in the north and one passenger terminal with a capacity of 25 million passengers and 1.2 million tons of cargo per year, along with auxiliary items.

Regarding the delay, the Government explained that the extended timeline was due to a prolonged architectural competition, the pandemic’s impact on technical design and the mobilization of foreign experts, and the need for two rounds of bidding for the passenger terminal construction package.

In addition, the delayed implementation of some aviation service works under component 4 was attributed to initial confusion in the first-time bidding process for selecting investors, which led to the need to amend legal regulations.
