In July 2024, the provincial inspectorate of Thanh Hoa concluded that there were multiple violations in the management and use of the state budget by the People’s Committee of Thanh Hoa city and its subordinate wards. The inspection report highlighted issues with budget allocation, disbursement, and settlement, particularly with regard to allowances for non-specialized officials and neighborhood officers, which were paid in cash contrary to anti-corruption regulations.
The Chairman of the People’s Committee of Thanh Hoa city has issued a criticism and requested that collective entities, including the Office of the People’s Council and Committee, the Departments of Finance and Planning, the Department of Urban Management, the Project Management Unit, and the People’s Committees of Quang Thanh, Lam Son, Dong Hai, and Quang Hung wards, reflect deeply on these violations.
Additionally, the Chairman has reprimanded and demanded serious self-criticism from several individuals, including Mr. Pham Thanh Tam, Chief of the Office of the People’s Council and Committee; Mr. Nguyen Phu Que, Head of Project Execution Division 4; Mr. Nguyen Van Tuan, Head of Technical Appraisal Division; and Mr. Nguyen Ngoc Tho, Chairman of the People’s Committee of Quang Hung ward.
The inspection also revealed that in Quang Hung ward, nearly VND 266 million from the salary reform fund was inappropriately used for regular activities, and there was outstanding construction debt of nearly VND 6 billion at the end of 2023. Similarly, Quang Thanh ward had construction debt of over VND 11 billion at the end of 2023. In Lam Son ward, the “environmental protection fee for mineral exploitation” generated revenue of over VND 43 million in 2022 and over VND 63 million in 2023, but this income was not included in the budget estimates.
The units were found to have made inaccurate budget estimates, failing to refer to the actual implementation records of the previous year and not complying with regulations on public disclosure of supplementary estimates.

In 2024, there was a significant rise in the number of corruption and abuse of power cases, with 956 incidents recorded, representing a 20.55% increase. This notable spike underscores the intensified efforts led by the Party to combat corruption and promote integrity. The results indicate a resolute and unwavering commitment to upholding justice, leaving no room for impunity or exceptions.
