At a reporting session with Prime Minister Pham Minh Chinh on the progress of the Long Thanh Airport and Bien Hoa – Vung Tau Expressway projects, Chairman of the People’s Committee of Dong Nai province, Vo Tan Duc, proposed the construction of an underground tunnel crossing the Dong Nai River, connecting Dong Nai province and Ho Chi Minh City, as an alternative to the Cat Lai Bridge construction plan.

Prime Minister Pham Minh Chinh agreed to the proposal of constructing a tunnel instead of a bridge at Cat Lai.

Previously, at a working session with the People’s Committee of Dong Nai, FECON Joint Stock Company, and its partner, Shanghai Tunnel Engineering Co., Ltd. (STEC), two options for building an underground tunnel across the Dong Nai River were proposed, including open tunnels in Ho Chi Minh City and Dong Nai, along with a closed tunnel section crossing the river. Both options suggested having two parallel tunnel routes.

Specifically, in the first option, FECON proposed a design with eight lanes, including four lanes per tunnel, and a speed limit of 80 km/h. This option would result in a route length of over 2.3 km. As for the second option, they suggested a design with six lanes, featuring three lanes per tunnel, and a route length of over 1.7 km.

Regarding the proposal made by the Chairman of the People’s Committee of Dong Nai province, Prime Minister Pham Minh Chinh agreed to the construction of an underground tunnel as an alternative to building a bridge in the Cat Lai area, connecting Dong Nai and Ho Chi Minh City.

During the working session, the Prime Minister also approved the expansion of the Ho Chi Minh City – Long Thanh – Dau Giay Expressway to ten lanes. Furthermore, he assigned Deputy Prime Minister Ho Duc Phoc to directly oversee matters related to the Vietnam Expressway Corporation’s (VEC) capital in the expansion of the Ho Chi Minh City – Long Thanh Expressway and to report back to the Prime Minister by December 15th. He also instructed the completion of all necessary dossiers for submission to the National Assembly by the end of December.
