Vice Prime Minister Nguyen Hoa Binh, Head of the National Steering Committee for Anti-Smuggling, Trade Fraud, and Counterfeit Goods (Steering Committee 389), has just issued a plan to intensify actions against smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year of At Ty 2025.

According to the document, the Vice Prime Minister requested to proactively grasp the situation, identify new methods and tricks in smuggling and illegal transportation of goods, trade fraud, and counterfeit goods; determine key routes, areas, targets, and commodities to concentrate forces, means, and measures to combat them; and clarify the responsibilities of central and local agencies and units in management, inspection, and supervision in their respective fields and areas.

Strengthen market inspection and control for essential goods and commodities with high demand for production, business, and consumption during the year-end and Lunar New Year holidays. Focus on tightly controlling wholesale markets, trade centers, agencies, e-commerce platforms (especially cross-border cheap goods trading floors), and social networks (Facebook, Zalo, TikTok…) for online buying and selling, promptly detecting and strictly handling acts of taking advantage of business activities to buy, sell, and transport prohibited goods, counterfeit goods, goods of unknown origin, and goods infringing intellectual property rights…

The Steering Committee 389 of the Ministry of Finance was assigned to instruct the customs force to enhance information collection, grasp the situation, and synchronously apply professional measures in customs inspection, supervision, and control; strengthen forces and equipment to tightly control imported and exported goods, luggage of entry and exit passengers and means of transport; build and implement specific schemes to combat, prevent, detect, and strictly handle acts of smuggling and illegal transportation of goods across borders, trade fraud, transfer pricing, tax evasion, and money laundering.

“Instruct the tax force, professional units, and provincial/municipal tax departments to strengthen inspection, examination, and control of the activities of tax-paying organizations and individuals; combat commercial fraud and tax evasion in high-risk business fields; and tightly manage the use of invoices… Among them, strengthen tax management and prevent tax losses in high-risk fields such as e-commerce floors, business on digital platforms; tax refund, exemption, reduction, extension, transfer pricing…

Preventing sudden price hikes during the year-end and Lunar New Year holidays

The Vice Prime Minister requested that the Steering Committee 389 of the Ministry of Industry and Trade advise the Ministry of Industry and Trade to instruct the provincial/municipal Departments of Industry and Trade to closely monitor the market situation, supply and demand of essential goods, especially those with high demand or significant price fluctuations in the locality in the past time, to proactively have plans or propose to competent authorities measures to ensure the balance of supply and demand, stabilize the market, and not let the situation of hoarding, shortage, or interruption of goods sources cause sudden price hikes during the year-end and Lunar New Year holidays.
