According to the Decision, the Southern Coastal Economic Zone of Hai Phong city spans an area of 20,000 hectares, including approximately 2,909 hectares of reclaimed land. It is located in the southeastern part of Hai Phong city.

Proposed Sub-zones within the Southern Coastal Economic Zone of Hai Phong

The primary development goal of the Southern Coastal Economic Zone is to maximize its advantages as an international gateway, leveraging its foundation in industrial development and port services to enhance economic, trade, and service connections with neighboring areas and international markets. It aims to strike a balance between attracting investment and fostering economic growth while ensuring national defense, security, and the preservation and enhancement of the marine ecosystem, historical sites, and cultural values, as well as social welfare.

Additionally, the vision is to establish and develop the Southern Coastal Economic Zone as a comprehensive, multi-sectoral, and multi-functional coastal economic zone, adopting a green growth model, circular economy, and sustainable development. The focus will be on high-tech industries, modern port services, and logistics; it will serve as the main driver of economic growth for Hai Phong city, featuring synchronized infrastructure and a transparent, conducive, and business-friendly investment environment. The zone will also include a free trade area with breakthrough mechanisms and policies currently applied in successful free trade areas worldwide. It aims to be a pioneering marine economic center, functioning in harmony and connectivity with other coastal economic zones, thereby propelling the development of the Red River Delta region.

Creating employment opportunities, enhancing human resource quality, and increasing income for local residents are key objectives.

The operations, mechanisms, policies, and management of the Southern Coastal Economic Zone of Hai Phong will adhere to the laws and regulations pertaining to industrial parks and economic zones, investment laws, and other relevant legal provisions.

As per the Decision, during the period up to 2025: The master plan for the economic zone will be developed and submitted to the competent authorities for approval. Functional sub-zone planning within the economic zone will be established and approved, and investments will be made in several traffic infrastructure and technical infrastructure projects.

From 2026 to 2030: The functional areas within the economic zone will be developed, along with the Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside industrial parks and clusters, road transport projects, social housing, and other social infrastructure projects.

Beyond 2030: The remaining investment items will be implemented.

The Deputy Prime Minister has assigned the People’s Committee of Hai Phong city to take responsibility for the accuracy of information and data related to the proposal for the establishment of the Southern Coastal Economic Zone of Hai Phong; ensure the feasibility of the capital mobilization and investment plan; and develop a specific list of priority investment projects, especially technical infrastructure and social infrastructure projects within the economic zone, as well as connectivity projects inside and outside the zone.

The People’s Committee of Hai Phong city is also tasked with ensuring the efficiency and socio-economic sustainability of the economic zone by addressing social welfare issues and providing job alternatives for residents whose land is revoked. Effective environmental protection, disaster prevention and response, and climate change adaptation measures must be implemented. Environmental protection solutions and indicators should be incorporated into the spatial development plan of the economic zone. Commitments to mangrove reforestation and ecosystem preservation must be fulfilled, and close monitoring of land reclamation, investment construction, and discharge activities within the economic zone should be conducted in accordance with environmental protection, water resource, and other relevant laws and regulations to minimize negative impacts on the ecosystem and marine environment.
