Deputy Prime Minister Tran Hong Ha has recently signed Decision No. 1511 by the Prime Minister on the establishment of the Southern Coastal Economic Zone of Hai Phong, Hai Phong City.
According to the Decision, the Southern Coastal Economic Zone of Hai Phong covers a total area of 20,000 hectares across 22 communes and wards in five districts: Do Son, Kien Thuy, An Lao, Tien Lang, and Vinh Bao.
The main development goal of the Southern Coastal Economic Zone of Hai Phong is to maximize its advantage as an international gateway, leveraging its foundation in industrial development and port services to enhance economic, trade, and service connections with neighboring areas and international markets.
Additionally, the zone aims to become a comprehensive, multi-sectoral, and multifunctional coastal economic zone, adopting a green growth model, circular economy, and sustainable development.
The zone will primarily focus on high-tech industries, modern port services, and logistics, serving as the main economic growth driver for Hai Phong City. It will feature synchronized infrastructure and a transparent, conducive business environment, including a free trade area with breakthrough mechanisms and policies applied in successful free trade areas worldwide. This zone is expected to boost the development of the Red River Delta region.
Previously, on June 4, at the Conference on FDI Attraction Results and the Proposal to Establish the Southern Coastal Economic Zone of Hai Phong, Mr. Le Trung Kien, member of the Standing Committee of the City Party Committee and Head of the Management Board of Hai Phong Economic Zone, shared that the Southern Coastal Economic Zone of Hai Phong is anticipated to contribute VND 550 trillion to the state budget and create 301,000 jobs.

For the period of 2026-2030, the focus will be on investing in the functional areas within the economic zone, as well as the Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside industrial and craft village parks, road transport projects, social housing, and other social infrastructure projects.
After 2030, the remaining investment items will be implemented.
The Deputy Prime Minister assigned the People’s Committee of Hai Phong City to take responsibility for the accuracy of information and data related to the Proposal for the Establishment of the Southern Coastal Economic Zone of Hai Phong. They are also responsible for ensuring the feasibility of capital mobilization and investment plans, as well as developing a specific list of priority investment projects, especially technical infrastructure and social infrastructure projects within the economic zone, and road connections inside and outside the zone.
The People’s Committee of Hai Phong City is also tasked with ensuring the socio-economic efficiency of the economic zone towards sustainable development by addressing social security and job transition for residents whose land is revoked. They should also effectively carry out environmental protection, natural disaster prevention, and response to climate change. This includes concretizing solutions and targets for environmental protection in the spatial arrangement plan of the economic zone and fulfilling the commitment to plant replacement forests, ensuring biodiversity and the ecosystem of mangrove forests.
The People’s Committee of Hai Phong City is responsible for closely monitoring land reclamation, investment and construction activities, and discharge into the environment within the economic zone in accordance with the law on environmental protection, water resources, and minimizing negative impacts on the ecosystem and marine environment.
