In the afternoon of December 2nd, in Ba Ria-Vung Tau province, Prime Minister Pham Minh Chinh, Chairman of the Southeast Region Coordination Council, chaired the Council’s 5th meeting with the theme: “Double-digit Economic Growth” in the Southeast Region in 2025: “Challenges, Opportunities, and Solutions.”
The meeting was attended by Mr. Nguyen Van Nen, Politburo member and Secretary of the Ho Chi Minh City Party Committee; and Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Science and Technology Huynh Thanh Dat, Minister of Industry and Trade Nguyen Hong Dien, Minister of Transport Tran Hong Minh, and Chairman of the State Capital Management Committee Nguyen Hoang Anh. Leaders of ministries, sectors, central agencies, and localities in the Southeast region were also present.
In his opening remarks, Prime Minister Pham Minh Chinh stated that in 2025, we must both accelerate and break through to successfully accomplish the socio-economic development tasks and targets for the entire 2021-2025 term, striving for a GDP growth rate of about 8% in 2025; while also streamlining and reorganizing the apparatus and preparing for the Party Congresses at all levels, leading up to the 14th National Party Congress.
This conference focuses on reviewing and evaluating the implementation of the tasks agreed upon after the 4th conference, drawing lessons learned in leadership and direction to improve after each conference, and overcoming obstacles and difficulties. It aims to contribute to the successful realization of the Resolution of the 10th Plenum of the Central Committee, promoting the development of the Southeast region with the goal of double-digit growth that is comprehensive, inclusive, qualitative, and sustainable in the coming period. This is a significant challenge, but there are also many opportunities, and it is both a responsibility and an obligation for the Southeast region, which is a key economic region, contributing greatly to the country.
The Prime Minister requested that the delegates focus on evaluating and clarifying the implementation of tasks and solutions for the development of the Southeast region, what has been achieved and what has not, and identifying difficulties, challenges, and issues in intra-regional and inter-regional coordination and linkage, as well as coordination between ministries, sectors, and localities.
In particular, they should propose a number of key orientations, solutions, and specific tasks to be assigned to ministries, sectors, and localities for implementation, especially to achieve the growth target in 2025 and the following years. This includes breakthrough solutions for the development of the logistics sector; the establishment of a financial center in Ho Chi Minh City; the construction of the Can Gio international transshipment port; the basic completion of Long Thanh airport in 2025 with a comprehensive airport ecosystem and connecting transport system; the implementation of the Ho Chi Minh City Ring Road 3 project and promotion of the Ring Road 4 project; the Long Thanh- Dau Giay expressway, the expressway from Dak Nong through Binh Phuoc to Binh Duong, and the Ho Chi Minh City- Moc Bai expressway connecting to Cambodia; the upgrade of Con Dao airport…; and the early resolution of obstacles for the anti-flooding and tide prevention project with a total investment of VND 10,000 billion in Ho Chi Minh City; connecting hard and soft infrastructure and developing human resources.
The Prime Minister demanded high determination, great effort, and resolute action in implementing the agreed contents of the conference, with a focus on key tasks, doing one thing at a time, and organizing timely, flexible, and effective implementation with the spirit of “dare to think, dare to do, and dare to break through for the common interest”; “when we say we will do it, we must do it, and when we commit, we must fulfill; and when we do something, we must do it effectively”; “when the Party directs, the Government agrees, the National Assembly agrees, and the people support, we only discuss how to do it, not how to back down”; and not allowing stagnation, and if there are obstacles, proposing solutions.
The Prime Minister emphasized that all localities in the region have favorable conditions and need to further promote the spirit of self-reliance and self-improvement, increase savings, and focus on major projects with partial support from the Central Government.
