On the morning of December 4, the Executive Committee of the Ho Chi Minh City Party Committee held its 34th conference for the 2020-2025 term.
The conference discussed, evaluated, and proposed solutions for four key areas: Party building and government work, civil affairs, socio-economic development, and a four-year report on investment and construction of the new Thu Thiem Urban Area. The conference also included a comprehensive three-year report on the city’s COVID-19 response and economic recovery efforts.

In his opening remarks, Secretary Nguyen Van Nen noted that 2024 presents both opportunities and challenges for Ho Chi Minh City. To address these, the City Party Committee has identified key priorities, including strengthening Party building and rectification, accelerating digital transformation, and building an efficient civil service.
The committee has also set ambitious targets and solutions to achieve economic growth of between 7.5% and 8%.
Mr. Nen, the head of the Party Committee, affirmed that with a spirit of unity and determination, the city has harnessed its internal resources, seized opportunities, and addressed many bottlenecks. These efforts have been made in collaboration with the business community to develop the economy and improve the lives of its citizens.
As a result, the city is expected to achieve approximately 7.17% growth for the year, with a total state budget revenue of over VND 502 trillion, a 12% increase compared to the previous year. This contributes to 27% of the country’s total revenue.
“This is a commendable effort by the city and contributes to the country’s overall stability and socio-economic development,” expressed the Secretary.
He also highlighted the encouraging results in digital transformation and the implementation of National Assembly Resolution 98, with many initiatives already making a positive impact on people’s lives.
However, Mr. Nen acknowledged that there are still limitations and weaknesses hindering the city’s development. The growth rate of 7.17% falls short of the target range of 7.5% to 8%, which warrants further evaluation and improvement.
Strategic breakthroughs in urban infrastructure, transportation, projects to reduce pollution and flooding, and initiatives for housing improvement and development have not yet met expectations.
Additionally, the disbursement of public investment capital has not reached the set targets.
Therefore, the Secretary urged the delegates to thoroughly consider all issues and propose solutions to overcome weaknesses and build on the city’s strengths to achieve faster and more sustainable development.
Completing the Thu Thiem Urban Area by 2030
In addition to economic priorities, Mr. Nen reported that Party building and rectification, as well as the development of an efficient government, have yielded relatively comprehensive results.
The inspection and supervision work, along with the prevention and combat of corruption, wastefulness, and negativity, have been consistently strengthened.

The construction of a professional administration has been a key focus, aiming to enhance the effectiveness of the civil service.
Emphasizing the Thu Thiem New Urban Area project, Mr. Nen shared that the Party Committee has discussed various solutions to accelerate investment and construction to ensure its completion by the 2030 target.
“I propose that the delegates focus their discussions on providing guidance for the coming period to address shortcomings and violations, continue to improve mechanisms and policies, attract investment, expedite project progress, and strive to complete the Thu Thiem New Urban Area as per the Party Committee’s directives,” directed the Secretary.
