The council, comprising 15 members, was chaired by Deputy Minister of Transport Nguyen Danh Huy, with members including leaders of agencies and units under the Ministry and the Vietnam Railway Corporation.

The internal appraisal council was responsible for reviewing and appraising the contents of the pre-feasibility study report for the investment project to construct the Thu Thiem – Long Thanh railway line, which would be submitted to the Prime Minister as per regulations.

Previously, the Railway Project Management Board had submitted the pre-feasibility study report for the Thu Thiem – Long Thanh railway project to the Ministry of Transport.

The Thu Thiem – Long Thanh railway line has been studied with its starting point at Thu Thiem Station (in An Phu Ward, Thu Duc City, Ho Chi Minh City) and its endpoint at Long Thanh International Airport (in Long Thanh District, Dong Nai Province).

This railway line is designed to connect central Ho Chi Minh City to Long Thanh International Airport. It will feature double tracks with a standard gauge of 1,435 mm, an axle load of 16 tons, and electrification.

The design speed on the main line is 120 km/h and 90 km/h in tunnels. The maximum operating speed is 110 km/h on the main line and 80 km/h in tunnels. The capacity is expected to be 30,000 – 40,000 people per direction per hour.

The main line is 41.83 km long, with a 4.4 km long depot access road. The elevated section accounts for 40.67 km (including bridges and river-crossing bridges), while 15.13 km is underground, and 0.43 km is at ground level.

The entire line will have 20 stations (16 elevated and 4 underground), one depot located in Cam Duong Commune, Long Thanh District, Dong Nai Province, and one train parking lot, maintenance, and cleaning facility in Thu Thiem.

According to preliminary calculations, the total investment for the Thu Thiem – Long Thanh railway project is estimated at VND 84,752 billion, equivalent to USD 3.454 billion.
