On the morning of the 7th of December, Prime Minister Pham Minh Chinh chaired the regular December 2024 Cabinet meeting, with a full agenda of important items.

The meeting focused on discussions regarding: The socio-economic situation, the direction and management of the Government and the Prime Minister in November and the first eleven months of 2024; key tasks and solutions for December; the draft resolution of the Government on the main tasks and solutions to implement the socio-economic development plan and the state budget estimate for 2025; and a number of other important matters.

In his opening speech, Prime Minister Pham Minh Chinh requested that delegates assess the new and prominent points regarding the global and domestic situation in November and the first eleven months, as well as make predictions for December and the coming period.

The Prime Minister stated that, in addition to regular tasks and work, there were two very important tasks in November: developing and implementing plans and methods to streamline the apparatus as directed by the Central Steering Committee, and preparing for the 8th session of the 15th National Assembly, which included a large number of contents.

Here, the Prime Minister would like to express his gratitude to the National Assembly for accompanying the Government at the 8th session, especially in the construction and passing of laws, ensuring progress and quality, including some very difficult and complex laws.

According to the Prime Minister, the ministries and sectors have made efforts to complete the assigned tasks with high quality, promptly handling issues related to socio-economic development, prioritizing growth, striving for a growth rate of about 7% in 2024, and completing all 15 set targets. This is a great effort of the entire political system under the leadership of the Party, headed by the General Secretary.

Regarding the socio-economic situation, the Prime Minister requested that the delegates focus on assessing whether the economy has recovered firmly, and which areas are particularly prominent; evaluate the prioritization of growth, ensuring social welfare, promoting growth drivers, large projects, and new projects; highlight the bright spots in November and the first eleven months, as well as the tasks that have not been completed, limitations, shortcomings, and difficulties and challenges; assess whether the leadership and management have been appropriate and effective; and draw out lessons learned in leadership and direction, especially in handling emerging, difficult, and sensitive issues.

Regarding the work from now until the end of the year and the preparation for the beginning of 2025, the Prime Minister stated that we have to do a lot of work, including many difficult, complex, and sensitive tasks: First, focus on accelerating and breaking through to reach the finish line in 2024, especially promoting growth, maintaining momentum, and pace so that the fourth quarter achieves about 7.5% growth, and the whole year achieves a growth rate of about 7%; second, focus on streamlining the apparatus to be efficient and effective, in conjunction with restructuring and improving the quality of the team of officials, public employees, and civil servants, and enhancing the effectiveness of the apparatus; and third, summarize the work of 2024 and develop the plan for 2025.

The Prime Minister clarified that the context and tasks require the members of the Government, the ministers, the heads of the branches, the heads of the agencies, the levels, the sectors, and the localities, under the leadership of the Party, to have a renewed and breakthrough mindset with higher determination, greater efforts, more drastic actions, more focus, and more timely, flexible, and effective organization and implementation, with the spirit of “dare to think, dare to do, and dare to break through for the common interest”; “once we have spoken, we must do; once we have committed, we must act; and once we have acted and implemented, we must be effective”; “when the Party has directed, the Government has agreed, the National Assembly has agreed, and the people have supported, we only discuss how to do it, not whether to do it or not”. The members of the Government, the ministers, the heads of the branches, and the heads of the agencies need to have initiatives and breakthroughs to well perform the assigned tasks.

Particularly, with the streamlining and organization of the apparatus, it is necessary to strengthen leadership and direction and do well in ideological work for oneself and one’s own agency or unit, contributing to creating unity in the entire political system under the unified leadership and direction of the Party.

The Prime Minister clarified that after the meeting, it is necessary to organize the implementation well to achieve victory in the tasks of 2024, maintain the development momentum in 2025 with a higher goal than the targets assigned by the Central Committee and the National Assembly, striving for a growth rate of about 8%, and aiming for a two-digit growth rate in the 2026-2030 period to achieve the strategic goals for the 100th anniversary of the founding of the Party in 2030 and the 100th anniversary of the founding of the country in 2045.
