This morning (December 9th), the Ho Chi Minh City People’s Council convened its 12th meeting of the 10th term, for the 2021-2026 tenure.

Reporting on the socio-economic situation at the meeting, Vice Chairman of Ho Chi Minh City People’s Committee Duong Ngoc Hai stated that the economy in 2024 achieved positive results, with a growth rate of 7.17% (target of 7.5%). This is a commendable achievement considering the challenges faced by the city.

Additionally, revenue collection exceeded VND 502 trillion, and there was strong growth in industrial production, tourism, and retail sales.

However, Mr. Hai also noted that public investment disbursement fell short of expectations, and resolving bottlenecks and challenges has been slow, impacting the city’s targets.

Building on the foundation of 2024, the People’s Committee of Ho Chi Minh City has set ambitious goals for 2025, including achieving a growth rate of over 10%, disbursing over 95% of public investment, and having a 25% contribution from the digital economy.

The theme for 2025, as proposed by the People’s Committee, is “Focusing on streamlining the organization to be lean, strong, efficient, effective, and impactful; accelerating digital transformation; implementing Resolution 98 of the National Assembly; and fundamentally resolving the city’s longstanding issues.”

Accelerating the streamlining of the organization

Earlier, in her opening speech, Chairwoman of the Ho Chi Minh City People’s Council, Nguyen Thi Le, informed that the meeting would discuss reports and proposals from the People’s Committee. The agenda includes an objective assessment of the socio-economic, cultural, national defense, and security situation in 2024, as well as plans for 2025.

To achieve the targets for the coming year, Ms. Le emphasized the need to continue restructuring key sectors, improving productivity, quality, and efficiency. This should be coupled with expediting infrastructure projects and promoting green and digital transformation.

In parallel, there is a need to accelerate the streamlining of the organization to enhance its efficiency and effectiveness, persist in the fight against corruption, wastefulness, and negativity, and focus on resolving longstanding issues. Strengthening national defense and security, as well as enhancing the effectiveness of foreign affairs and international integration, are also key priorities.

Ms. Le also acknowledged the anticipated challenges and difficulties in 2025. She requested that the delegates thoroughly study the reports and proposals, engage in in-depth discussions, and analyze the context and characteristics of 2025. By doing so, they can identify achievements, challenges, and lessons learned, and propose policies, targets, and solutions to achieve a comprehensive breakthrough in socio-economic development, political stability, and social order, ultimately improving the quality of life for the city’s residents.
