This morning (December 9), the Ho Chi Minh City People’s Council convened its 12th meeting of the 10th term, for the 2021-2026 tenure.

Reporting on the socio-economic situation at the meeting, Vice Chairman of Ho Chi Minh City People’s Committee Duong Ngoc Hai stated that the economy in 2024 achieved positive results.

Specifically, the growth rate reached 7.17% (target of 7.5%), despite the city facing more challenges than opportunities; state budget revenue exceeded VND 502 trillion; and all industrial production, tourism, and retail indicators showed strong growth.

However, Mr. Hai also noted that public investment disbursement has not met expectations, and the resolution of bottlenecks and difficulties has been slow, impacting the city’s targets.

Based on the achievements of 2024, the People’s Committee of Ho Chi Minh City has set ambitious goals for 2025, including achieving a growth rate of over 10%, disbursing over 95% of public investment, and having a 25% contribution from the digital economy.

The city’s theme for 2025 is “Focusing on organizing a streamlined, strong, efficient, and effective apparatus; promoting digital transformation; implementing Resolution 98 of the National Assembly; and fundamentally resolving the city’s bottlenecks and problems.”

Accelerating the streamlining of the apparatus

Earlier, in her opening speech at the meeting, Chairwoman of the Ho Chi Minh City People’s Council, Nguyen Thi Le, informed that the meeting would hear reports and proposals from the People’s Committee of Ho Chi Minh City.

The delegates of the People’s Council will focus on objectively assessing the socio-economic and cultural situation, national defense, and security in 2024; the direction and tasks for 2025; the approval of the city’s budget settlement in 2023, the estimated budget revenue and expenditure in 2024, and the budget proposal for 2025; and the adjustment and supplementation of the medium-term public investment plan for the 2021-2025 period and the public investment plan for 2025.

To achieve the targets for the next year, Ms. Le emphasized the need to continue restructuring key sectors, improving productivity, quality, and efficiency. It is also crucial to expedite the progress of important infrastructure projects and promote green and digital transformation.

In parallel, the city will accelerate the streamlining of its apparatus to ensure efficient and effective operations; persist in the fight against corruption, wastefulness, and negativity; and focus on resolving fundamental issues. Additionally, it will strengthen national defense and security and enhance the effectiveness of foreign affairs and international integration.

Ms. Le also acknowledged the anticipated challenges and difficulties in socio-economic development in 2025. She requested the delegates to thoroughly study and consider the reports and proposals presented by the People’s Committee and the verification agencies. This will enable in-depth discussions and analyses of the context and characteristics of 2025, identifying achievements, challenges, and lessons learned.

Based on this, the delegates will propose policies, decide on key indicators, and suggest solutions to achieve a comprehensive breakthrough in socio-economic development, ensure political stability and social order and safety, and improve the quality of life for the city’s residents. These efforts will contribute to the celebration of the Party Congresses at all levels and the 50th anniversary of the liberation of the South and the reunification of Vietnam, as the country enters a “new era of development – an era of Vietnam’s rise.”

This, in turn, will increase per capita income, raise labor productivity, improve the material and spiritual lives of the people, and enhance the country’s stature.
