According to Mr. Vu Dang Minh, following the directions of General Secretary To Lam and the Central Committee, the Government’s Steering Committee has assigned the Ministry of Home Affairs to study and develop a strong and superior mechanism for the basis of arranging and streamlining the contingent of officials and civil servants.

The Chief of Staff of the Ministry of Home Affairs assessed that this is a sensitive, complex, and socially impactful policy issue that needs to be addressed swiftly. Therefore, the Ministry of Home Affairs is currently drafting this decree. We are urgently conducting an impact assessment and thoroughly researching multiple dimensions to ensure the feasibility of the policy upon issuance. It is crucial to have a mechanism in place to accommodate officials and civil servants who wish to transition to other sectors and no longer work for the government.

At the same time, we must retain talented individuals and ensure the foundation of building a civil service based on two key principles: retaining talented individuals in the civil service and attracting talented individuals from within the country and internationally into the civil service. The policy must be fundamentally sound and comprehensive, ensuring an accurate impact assessment to provide a political and legal basis for the arrangement.

The representative from the Ministry of Home Affairs informed that the draft decree is being processed following the prescribed procedure, seeking the opinion of the Government’s Steering Committee, and then submitting it to the Central Steering Committee and the Politburo for approval. Afterward, it will be presented to the Government for consideration and approval through an expedited process, synchronizing it with the arrangement schemes. Currently, the Ministry of Home Affairs is working diligently, along with other ministries, to develop arrangement schemes, embracing the spirit of “running and queuing simultaneously.”

Mr. Minh added that the Ministry of Home Affairs and the Ministry of Labour, Invalids, and Social Affairs finalized the scheme yesterday. The next step is to seek the Government Steering Committee’s opinion and then proceed with the arrangement schemes, including asset and personnel statistics and the development of methods after obtaining approval from authorized agencies.

The Chief of Staff of the Ministry of Home Affairs also emphasized the importance of ensuring a streamlined and high-quality contingent of officials and civil servants while maintaining a stable apparatus for development. It is essential to consider the legitimate aspirations of officials and civil servants.

This involves prioritizing the arrangement and utilization of individuals with superior qualifications, experience, tenure, professional reputation, and profound expertise in special and specific fields. Simultaneously, it is crucial to ensure mutual agreement between the two parties. When officials, civil servants, public employees, and laborers wish to retire under this policy, they must express their desire and obtain the consensus of the head of the agency or unit.

The policy requires a well-thought-out and systematic approach to achieve the goal of streamlining the apparatus while restructuring and improving the quality of the contingent of officials and civil servants. After this policy, we will have a contingent of officials, civil servants, and public employees with sufficient moral qualities, qualifications, and abilities to meet the requirements of the new apparatus after the arrangement. This is the task set for the Ministry of Home Affairs at this time.

Regarding the arrangement of the organizational apparatus, the Ministry of Home Affairs is working with other ministries to obtain schemes and submit them to the competent authorities for consideration from now until the end of December. Additionally, there are numerous tasks to be undertaken after the approval of these schemes, pertaining to headquarters, personnel, and more, to ensure uninterrupted work and contribute to socio-economic development. It is essential to maintain a continuous, seamless, harmonious, and effective administrative system,” emphasized the representative of the Ministry of Home Affairs.
