Chairman of the Ho Chi Minh City People’s Committee, Phan Van Mai, has directed the urgent demolition of the apartment building at 440 Tran Hung Dao Street, District 5.

The apartment complex, constructed before 1975, is classified as Level D, indicating a dangerous and dilapidated state.

The Chairman has instructed the Department of Construction to promptly study and provide feedback on the report and proposals submitted by the District 5 authorities, based on relevant regulations. The department is expected to issue a response to the People’s Committee of District 5 by December 15 regarding the urgent demolition of the apartment building.

Based on the consensus of the Department of Construction, the People’s Committee of District 5 will be responsible for organizing and executing the demolition of the apartment building at 440 Tran Hung Dao Street, in accordance with the approved plan. The demolition must ensure the absolute safety of the lives and property of the residents and neighboring structures.

Upon completion of the demolition, the Chairman has entrusted the People’s Committee of District 5 to collaborate with the Department of Construction and the Standing Board of the Steering Committee 167 to handle the areas and properties belonging to public assets, in compliance with regulations. The authorities are urged to promptly formulate compensation plans and resettlement support for the affected households.

The 440 Tran Hung Dao apartment building has been in a state of severe dilapidation for many years. According to the inspection conclusion, the old apartment complex is rated as Level D in terms of danger, indicating that its load-bearing capacity cannot meet normal usage requirements. The building poses an overall dangerous situation, necessitating immediate evacuation and urgent demolition.

Previously, the People’s Committee of District 5 had also requested the urgent relocation of households residing in the apartment building to temporary accommodations in the An Phu Apartment Building in District 6. After prolonged persuasion by the authorities, the residents of the apartment complex agreed to move to their new accommodations.

Earlier, the People’s Committee of Ho Chi Minh City had assigned the People’s Committee of District 5 to take charge of relocating the residents and urgently demolishing the 440 Tran Hung Dao apartment building by mid-2022. However, due to certain obstacles, the District 5 authorities have not been able to execute this task until now.
