On December 12, 2024, at the Government Headquarters, Prime Minister Pham Minh Chinh, head of the Steering Committee, chaired the second meeting of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Party Central Committee’s 6th Plenum on “Some issues about continuing to renew and rearrange the organization of the political system, ensuring it operates effectively and efficiently” (hereafter referred to as the Steering Committee).

Based on the meeting’s outcomes, to ensure the completion of the objectives, requirements, and progress of the tasks assigned in Document No. 21-CV/BCD of the Central Steering Committee, the Government’s Steering Committee requested ministries, sectors, and agencies to focus on the following tasks.

DISBANDING THE NATIONAL FINANCIAL SUPERVISION COMMISSION; REORGANIZING TWO NATIONAL UNIVERSITIES

Regarding the Prime Minister’s Decision to disband the National Financial Supervision Commission and transfer its tasks to the Ministry of Finance, the State Bank of Vietnam, and related agencies:

Assign the National Financial Supervision Commission to coordinate with related ministries, sectors, and agencies to build a proposal to disband the Commission and send it to the Ministry of Home Affairs before December 20, 2024.

Assign the Ministry of Home Affairs to submit to the Prime Minister for issuance of a decision on disbanding the National Financial Supervision Commission.

Regarding the reorganization of the two national universities:

Assign the Ministry of Education and Training to coordinate with the two National Universities (Vietnam National University, Hanoi, and Vietnam National University, Ho Chi Minh City) to build a proposal to receive the two National Universities (including a draft decree defining the functions, tasks, authority, and organizational structure of the Ministry of Education and Training, which clearly states that the Ministry of Education and Training manages the two National Universities). This proposal should be sent to the Ministry of Home Affairs and the Ministry of Justice for preliminary appraisal before December 15, 2024. Based on this appraisal, the proposal will be refined and submitted to the Government for issuance immediately after the National Assembly passes a resolution on the Government’s organizational structure.

Assign the Ministry of Justice to continue urging ministries, ministerial-level agencies, and Government agencies to review the system of legal documents directly related to the reorganization of the organizational structure; propose tasks and solutions to handle legal problems arising during the implementation of the reorganization of the organizational structure, and report to the Government before December 25, 2024.

AMENDING AND SUPPLEMENTING DECREES, TASKS, AND AUTHORITY OF EACH MINISTRY AND GOVERNMENT AGENCY

Regarding amending and supplementing decrees defining the functions, tasks, authority, and organizational structure of each ministry, ministerial-level agency, and Government agency:

– For ministries and sectors that restructure their internal organization, including the Ministry of Culture, Sports and Tourism, the Ministry of Industry and Trade, the Ministry of Justice, the Government Office, the Government Inspectorate, the State Bank of Vietnam, Vietnam Television, Vietnam News Agency, and the Voice of Vietnam, assign these ministries and agencies to proactively build and finalize draft decrees defining their functions, tasks, authority, and organizational structure according to the requirements of the Politburo, the Central Steering Committee, and the Government’s Steering Committee. These draft decrees should be sent to the Ministry of Home Affairs and the Ministry of Justice for appraisal before December 20, 2024, to be submitted to the Government for issuance before January 25, 2025.

For ministries and sectors that are subject to merging and receiving additional functions, tasks, and organizational structure, including the Ministry of Economy and Finance, the Ministry of Construction and Transport, the Ministry of Agriculture, Rural Areas, and Natural Resources and Environment, the Ministry of Home Affairs and Labor, the Ministry of Science, Technology and Communications, the Ministry of National Defense, the Ministry of Education and Training, the Ministry of Health, the Ministry of Foreign Affairs, and the Committee for Ethnic Minorities and Religions, assign these ministries and agencies to proactively build and finalize draft decrees defining their functions, tasks, authority, and organizational structure according to the requirements of the Central Steering Committee and the Government’s Steering Committee. These draft decrees should be sent to the Ministry of Home Affairs and the Ministry Ministry of Justice for preliminary appraisal before December 15, 2024. Based on this appraisal, the proposal will be refined and submitted to the Government for issuance immediately after the National Assembly passes a resolution on the Government’s organizational structure.

Assign the Ministry of Home Affairs to take the lead in building a draft resolution of the National Assembly on the organizational structure of the XVth-tenure Government for the 2021-2026 term, and submit it to the Government for submission to the National Assembly for consideration and decision immediately after the Central Committee passes a resolution on the direction of rearranging and streamlining the organizational structure of the political system.

Assign the Ministry of Justice to report to the Government and then to the Standing Committee of the National Assembly to include the Law on Organization of the Government, the Law on Organization of Local Governments, and related laws in the National Assembly’s 2025 law-building program and to allow the construction and submission of these laws following a shortened procedure; seeking opinions and passing them at one session in 2025.

REARRANGING AND PERFECTING FUNCTIONS, TASKS, AND AUTHORITY

Regarding perfecting functions, tasks, authority, and rearranging the structure of departments, units, and organizations under the management of each ministry and Government agency:

– Request the ministers, heads of ministerial-level agencies, and heads of Government agencies (including the Ministry of Culture, Sports and Tourism, the Ministry of Industry and Trade, the Ministry of Justice, the Government Office, the Government Inspectorate, the State Bank of Vietnam, Vietnam News Agency, the Voice of Vietnam, Vietnam Television, the Vietnam Academy of Science and Technology, and the Vietnam Academy of Social Sciences) to urgently issue decisions defining the functions, tasks, authority, and structure of departments, units, and organizations under their management, completing this task before January 31, 2025.

– Request the ministers, heads of ministerial-level agencies, and heads of Government agencies (including the Ministry of Economy and Finance, the Ministry of Construction and Transport, the Ministry of Agriculture, Rural Areas, and Natural Resources and Environment, the Ministry of Home Affairs and Labor, the Ministry of Science, Technology and Communications, the Ministry of National Defense, the Ministry of Education and Training, the Ministry of Health, the Ministry of Foreign Affairs, and the Committee for Ethnic Minorities and Religions) to urgently issue decisions defining the functions, tasks, authority, and structure of departments, units, and organizations under their management, completing this task before March 10, 2025.

Request ministries, sectors, and agencies to pay attention and implement the above requirements and deadlines.

 

Regarding reports and proposals as requested by the Central Steering Committee and the Government’s Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW:

  • 09/28 ministries and sectors have sent reports summarizing the implementation of Resolution No. 18-NQ/TW.
  • 27/28 ministries and sectors have sent proposals/plans for rearranging and streamlining the organizational structure of ministries and sectors.
  • 17/20 ministries and sectors have sent draft decrees defining the functions, tasks, authority, and organizational structure of ministries and sectors (not including the Vietnam Social Security, the Committee for Management of Capital in State Enterprises, and the Ho Chi Minh Mausoleum Management Board).
  • 09/28 ministries and sectors have sent proposals for the reorganization of Party committees of ministries and sectors under the Party Committee of the Government.
  • 11/28 ministries and sectors have sent the results of the review of the system of legal documents.

Request ministries, ministerial-level agencies, and Government agencies that have not yet reported or have not reported fully as required by the Steering Committee to urgently complete and send their reports to the Ministry of Home Affairs, the standing agency of the Steering Committee, for synthesis and reporting to the Steering Committee according to regulations.
