Nguyen Duc Trung, Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Nghe An province, hosted a conference on continuing to innovate and rearrange the organization of the political system.

At the conference, delegates agreed to merge the Provincial Party Committee’s Propaganda and Education Commission and the Mass Mobilization Commission; and establish two new party committees directly under the Provincial Party Committee. These party committees include: Party Committee of Party Agencies, Mass Organizations, People’s Council, and Judicial Agencies at the provincial level; and Party Committee of Provincial Government.

The conference also decided to terminate the activities of the Party Committee of the Provincial Agency Block, the Party Committee of the Provincial Enterprise Block, along with 11 party delegations, and the Party Steering Committees of agencies and units at the provincial level. This includes the Party Protection, Health Care, and Personnel Committee of the province.

The Department of Planning and Investment will be merged with the Department of Finance; the Department of Transport with the Department of Construction; the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; the Department of Information and Communications with the Department of Science and Technology; and the Department of Home Affairs with the Department of Labor, Invalids, and Social Affairs. Related functions and tasks will be transferred to appropriate departments.

Merge the Department of Culture, Sports, and Tourism with the Department of Tourism, and terminate the operation of the Investment, Trade, and Tourism Promotion Center of Nghe An province.

The provincial-level Party Committees will research and propose plans to merge, dissolve, arrange, and restructure the organization and activities of party organizations and similar departments and offices. The deadline for completion is set for December 31st.

Secretary Nguyen Duc Trung emphasized the importance of unity in awareness within the entire political system, from the provincial to the grassroots level. He urged the officials and leaders of agencies, units, and localities to take initiative and be determined in streamlining the organization and apparatus, especially in sectors related to mergers and integrations.

Mr. Trung also requested that the members of the Steering Committee consider this a crucial task and a political responsibility. He encouraged them to be determined and set an example in directing the implementation of assigned tasks. Both the leading and coordinating agencies must be responsible and unified in the process.

The Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Nghe An province emphasized that the merger or integration of agencies and units is not merely a mechanical reduction. It should be accompanied by a streamlined internal structure, reducing redundant positions and eliminating inefficient tasks.
