Mr. Pham Duc An, a member of the Party Committee of the Central Enterprise Bloc, Secretary of the Party Committee, and Chairman of the Members’ Council of Agribank, has been appointed as the Vice Secretary of the Provincial Party Committee of Quang Ninh province and is nominated to be elected as the Chairman of the People’s Committee of Quang Ninh province for the term 2021-2026.
Mr. Pham Duc An was born in 1970 in Thanh Chuong, Nghe An province. He holds a Bachelor’s degree in Economic Law, a Master’s degree in Finance and Banking, and a high-level political theory qualification. With over 30 years of experience in the banking industry, he has held various positions, including: Vice President of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV); Vice Chairman of the Members’ Council of the Vietnam Bank for Agriculture and Rural Development (Agribank); Chief of Office of the State Bank of Vietnam; Chairman of the Members’ Council of the Vietnam Bank for Agriculture and Rural Development (Agribank), and Chairman of the Vietnam Banks Association. Comrade Pham Duc An is a member of the Party Committee of the Central Enterprise Bloc for the term 2020-2025 and a deputy of the 15th National Assembly, representing the Hanoi delegation.

Meanwhile, Mr. Tran Van Dung, a member of the Members’ Council of Agribank, will temporarily assume the role of Chairman of the Members’ Council of Agribank after Mr. Pham Duc An takes on his new role, until a new Chairman is appointed.
