On December 11th, Mr. Doan Anh Dung, Chairman of the People’s Committee of Binh Thuan province, signed a decision approving the investment of a joint venture between Beautiful Beach Phu Quoc JSC and Ha Long Sun JSC to develop the new Ham Tien – Mui Ne Commercial and Service Urban Area (Zone III) project in Phu Hai ward, Ham Tien ward, and Thien Nghiep commune, Phan Thiet city, Binh Thuan province.
Prior to this, the People’s Committee of Binh Thuan province approved the investment policy for the new Ham Tien – Mui Ne Commercial and Service Urban Area project under Decision No. 1321/QD-UBND dated July 5th, 2024, and approved the investors who met the requirements in terms of capacity and experience under Decision No. 1739/QD-UBND dated September 27th, 2024.

The new Ham Tien – Mui Ne Commercial and Service Urban Area project has a total investment capital of 12,077,088,424,233 VND.
To implement the new Ham Tien – Mui Ne Commercial and Service Urban Area project, the joint venture established Phan Thiet Sun Investment and Development JSC as the investor, with Enterprise Registration Certificate No. 3401257382, initially registered on October 18th, 2024, at the Business Registration Office, Department Planning and Investment of Binh Thuan province. Tax Code: 3401257382. Head office address: C06-03, Phan Thiet Beach Urban Area (Phu Thuy ward, Phan Thiet city).
Phan Thiet Sun Investment and Development JSC has a charter capital of 1,811,570,000,000 VND. Beautiful Beach Phu Quoc JSC contributes 1,094,188,280,000 VND, holding 60.4% of the charter capital, while Ha Long Sun JSC contributes 717,381,720,000 VND, holding 39.6% of the charter capital.
The new Ham Tien – Mui Ne Commercial and Service Urban Area project has a total investment capital (including construction investment level and compensation and site clearance costs) of 12,077,088,424,233 VND. Of this, the investors’ capital contribution is 1,811,570,000,000 VND (accounting for 15%) and mobilized capital is 10,265,518,424,233 VND (accounting for 85%).
The People’s Committee of Binh Thuan province requires the investor to develop and submit for approval the 1/500 detailed planning of the new Ham Tien – Mui Ne Commercial and Service Urban Area project to serve as a basis for the implementation of the feasibility study report and other legal documents as prescribed.
Land allocation and lease shall be carried out in 3 phases. In the first phase (within the first year), land and lease will be allocated for a minimum area of about 30 hectares. The second phase (from the first to the second year) will allocate land and lease for a maximum area of about 100 hectares, and the third phase (in the second year) will allocate land and lease for the remaining area.
For the commercial and service land area, the term of operation is 50 years. For the residential land area, the term of land use shall comply with the provisions of the Land Law.
The People’s Committee of Binh Thuan province requires Phan Thiet Sun Investment and Development JSC to implement the procedures for depositing security to ensure the implementation of the investment project in accordance with Article 43 of the Investment Law, and to comply with the provisions of the law on investment, planning, urban development management, construction, real estate business, land, environmental protection, labor, fire prevention and control, and related laws, and take responsibility before the law for the accuracy and truthfulness of the data in the financial statements and related documents submitted to the competent state agency…
