**Thanh Hóa Ranks Second in the Country in Terms of GRDP Growth Rate in 2024**

Thanh Hoa’s GRDP growth rate in 2024 is projected at 12.16%, surpassing the set target and ranking second in the country, just after Bac Giang province, which recorded a growth rate of 13.85%.

Despite challenges, Thanh Hoa’s socio-economic, national defense, and security situations in 2024 yielded positive results, with many important indicators surpassing the set plans and ranking among the country’s leaders. Of the 25 main indicators, 23 were completed and exceeded the targets set by the Provincial People’s Council. Notably, the economy maintained high growth, with positive shifts across various sectors.

Agriculture, forestry, and fishery production achieved comprehensive results, while the industrial production index (IIP) in Thanh Hoa is estimated to increase by 19.25% in 2024, serving as the province’s primary growth driver. The service sector continued to thrive, with significant growth in total retail sales of goods and services, export value, total tourism revenue, and transportation revenue.

In 2024, state budget revenue in Thanh Hoa is estimated to reach VND 54,341 billion, exceeding the estimate by 52.8% and increasing by 25.9% compared to the previous year. This is the highest revenue ever recorded in the province, ranking first in the North Central region and among the top 10 localities with the highest revenue nationwide. The province’s foreign affairs and investment promotion activities yielded positive outcomes, with a 1.3-fold increase in the number of projects and a 15.9% rise in registered capital compared to the previous year.

Public investment activities were vigorously and flexibly directed, with a focus on efficiency. As of November 30, 2024, the disbursement of public investment capital managed by the province reached VND 10,300 billion, equivalent to 71.3% of the plan, which is 6.2% higher than the same period last year.

Eight Key Tasks

Based on comprehensive analysis, forecasts, and assessments of opportunities, advantages, difficulties, and challenges in 2025, the Provincial People’s Committee has formulated and submitted to the Provincial People’s Council for consideration and approval a plan for socio-economic development and national defense and security assurance for 2025. The plan encompasses a general goal, 25 main indicators, and 10 groups of specific tasks and solutions for implementation.

Emphasizing the significance of 2025, Chairman Do Minh Tuan stated that it marks a crucial year with significant events for the Party, the nation, and the province. It is the year of completion for the resolution of the 19th Provincial Party Congress for the 2020-2025 term and the socio-economic development plan for the 2021-2025 period. While there are fundamental advantages, challenges and adverse influences persist, impacting the realization of socio-economic development plans and the assurance of national defense and security in the province.

To ensure the successful accomplishment of the set goals and tasks, the direction and administration of the Provincial People’s Committee and the Chairman will continue to innovate towards flexibility, creativity, and resoluteness. The focus will be on strategic, long-term tasks to sustain development and nurture revenue sources for subsequent years, while also effectively addressing pressing and emerging issues. Attention will be given to areas with distinct advantages to accelerate progress and bring about genuine transformations across all sectors, specifically through the following eight key tasks:

First, concentrate on directing, administering, and vigorously implementing tasks and solutions in each sector, striving to accomplish and surpass the 2025 targets.

Second, lead the review and completion of a harmonious institutional, mechanism, and policy framework, promptly addressing difficulties, bottlenecks, and obstacles without evasion or passing of responsibilities. This will unblock resources and create new momentum for advancement, aligning with the nation’s progress.

Third, focus on streamlining the apparatus to achieve a “Lean, Efficient, Effective, and Powerful” government, as directed by Comrade To Lam, General Secretary of the Communist Party of Vietnam. The rearrangement of district and commune-level administrative units will be carefully executed, ensuring favorable conditions for quick stabilization and effective operation after the rearrangement. Additionally, preparations for elections and the arrangement of personnel after the Party congresses at all levels for the 2025-2030 term will be meticulously carried out.

Fourth, provide substantial improvements to the business and investment environment, enhance business support activities, and effectively implement measures to govern state budget revenue collection.

Fifth, promote traditional growth drivers and pay attention to developing new ones, along with continuing to restructure the economy in tandem with transforming the growth model and enhancing the economy’s competitiveness.

Sixth, reinforce thrift practices and combat wastefulness, following the guidance of General Secretary To Lam, the Politburo’s Directive No. 27 dated December 25, 2023, the Prime Minister’s Dispatch No. 125 dated December 1, 2024, and the province’s thrift practice and anti-waste program for the 2021-2025 period and subsequent years.

Seventh, continue elevating the quality of cultural, educational, and healthcare activities, thoroughly addressing existing shortcomings, and expediting infrastructure projects in the fields of culture and tourism. Additionally, focus on enhancing the overall quality of education.

Eighth, fortify national defense and security while maintaining social order and safety. Strengthen inspection activities and citizen reception, improve the effectiveness of handling complaints, denunciations, and emerging contradictions and disputes at the grassroots level, and prevent the occurrence of complex issues or hotspots.

Chairman Do Minh Tuan affirmed that the tasks for 2025 are exceptionally demanding and carry great significance. They necessitate the unity, synergy, and dedication of all levels, sectors, and localities, demanding an unwavering spirit in the face of difficulties and challenges. A heightened sense of determination, enhanced efforts, and decisive actions are required to ensure a focused and prioritized approach, striving to comprehensively accomplish the set goals and tasks with firm steps alongside the nation’s advancement into a new era.
