The proposed plan for organizing the apparatus of the Ministry of Industry and Trade in the coming time will discontinue the Party Committees and establish the Party Unit of the Ministry of Industry and Trade under the Government’s Party Committee, as per the requirements and plan of the Politburo.

Discontinue the Office of the Party Committee and transfer its tasks to the Party Unit of the Ministry of Industry and Trade. Reorganize and streamline the structure of the components within the Party Unit of the Ministry, following the guidance of authorized agencies.

Additionally, the Ministry of Industry and Trade will rearrange the structure of its subordinate units as follows: Discontinue the model of the General Department of Market Management. Establish the Department of Domestic Market Management and Supervision, integrating the functions, tasks, and organizational structure of the General Department of Market Management and the Department of Domestic Market.

Transfer the management of 63 local market management departments to the People’s Committees of provinces and cities and propose the model of the Market Management Branch under the Department of Industry and Trade.

Merge the Department of Electricity and Renewable Energy with the Department of Electricity Regulation, with the tentative name of the new unit being the Department of Electricity.

Merge the Department of Local Industry and Trade, the Department of Energy Saving and Sustainable Development, and the Department of Science and Technology. The tentative name of the new department after the merger is the Department of Technology and Innovation.

Rename the Department of Planning and Finance to the Department of Planning, Finance, and Enterprise Management. Transfer the function of compiling the situation of local industrial and trade development from the Department of Local Industry and Trade to the Department of Planning, Finance, and Enterprise Management.

Transfer the state management function for the field of small and handicraft industries and industrial clusters from the Department of Local Industry and Trade to the Department of Industry.

For other units under the Ministry: Continue to study and rearrange to ensure a streamlined, effective, and efficient structure, reducing internal organizations.

For public non-business units within the organizational structure: Merge the Central Industry and Trade Personnel Training and Fostering School into the Institute of Strategy and Policy for Industry and Trade Research.

With the above plan, the number of units in the organizational structure of the Ministry of Industry and Trade will be reduced by 5 units (from 28 units to 23 units), equivalent to a reduction of 17.8% in the number of units.

Regarding public non-business units outside the organizational structure, the Ministry of Industry and Trade has issued a plan on the organization and rearrangement of public non-business units directly under the Ministry, following the requirements of the Steering Committee for the innovation and arrangement of the apparatus of ministries, ministerial-level agencies, and Governmental agencies.

Rearrange 8 colleges directly under the Ministry located in Thai Nguyen, Phu Tho, and Hanoi provinces in the 2024-2025 period (reducing 4 colleges) as follows: Merge the College of Industry, Thai Nguyen, into the College of Commerce and Tourism; Merge the College of Technology and Industrial Economics into the Vietnam-Germany College of Technology; Merge the College of Industry and Trade, Phu Tho, into the College of Industrial Food; Merge the College of Industrial and Economic Engineering, Hanoi, into the College of Economic and Trade Technique.

Merge 2 institutes into 2 universities as follows: Merge the Institute of Research, Design, and Manufacturing of Agricultural Machinery into the Vietnam-Hungary Industrial University; Merge the Institute of Oil and Oil Plants into the University of Industry and Trade, Ho Chi Minh City.

The Ministry of Industry and Trade continues to research and develop plans for rearranging other public non-business units under the Ministry, following the requirements of the Government’s Steering Committee. The plan will be completed and submitted to the Ministry of Home Affairs before January 15, 2025, for synthesis and reporting to the Prime Minister for consideration and decision.
