In an interview, Mr. Duong Van An, Secretary of the Vinh Phuc Provincial Party Committee, stated that in 2024, the Provincial Party Committee and the Provincial Party Standing Committee have led and instructed party organizations at all levels to strictly adhere to the Party’s regulations and the State’s laws on corruption, waste, and negativity prevention. The Central Steering Committee’s directives have been thoroughly implemented.

According to Mr. An, the leadership and instruction of party organizations, local authorities, and especially their leaders have become more innovative, forceful, and practical. Inspection, supervision, and audit activities aimed at detecting and handling corrupt and negative behaviors have been strengthened. Austerity practices and waste prevention have been rigorously carried out at all levels and sectors.

“The provincial Steering Committee for Corruption and Negativity Prevention has been operating in a well-organized manner, adhering to its regulations. It has focused on monitoring and directing the resolution of corruption and negativity cases under the Committee’s supervision. We have successfully handled three cases under our watch and directed the handling of seven cases, ensuring strictness and fairness,” stated Mr. An.

However, Mr. An frankly pointed out that the Party building, political system improvement, and corruption and negativity prevention efforts in the province still have certain limitations.

There remains a situation where a portion of officials and civil servants work fearfully, hesitantly, and create difficulties for businesses and citizens. Many leaders and managers have violated Party regulations and State laws, resulting in disciplinary actions and criminal penalties.

The progress of some tasks has not met the expectations set by Proposal 16 of the Provincial Party Standing Committee regarding the reorganization of several provincial and district-level agencies during the 2022-2025 period. The leadership and direction in implementing certain solutions for corruption and negativity prevention, as well as the detection of corruption and negativity cases in localities, agencies, and units, have yielded limited results.

Emphasizing that 2025 is the final year of implementing the resolutions of the 17th Provincial Party Congress, Mr. Duong Van An, Secretary of the Vinh Phuc Provincial Party Committee, stated that it holds significant importance in achieving the goals, targets, and tasks of the 2020-2025 term. It is also a year with many crucial events. The Provincial Party Committee has requested Party organizations at all levels, authorities, the Fatherland Front, mass organizations, and individuals, especially leaders of sectors, localities, agencies, and units, to make greater efforts to achieve even better results. This will enable Vinh Phuc province to join the rest of the country in stepping into the “New Era – the Era of National Advancement.”

Vinh Phuc province will focus on overcoming difficulties and accelerating the progress of investment projects in production and business by investors to soon start production, contribute to growth, increase budget revenue, and create jobs. Attention will be given to leading and guiding the implementation of digital transformation, focusing on “3 Strengthen” and “5 Promote” in line with the conclusions of the Prime Minister. Research and propose solutions for smart city development.

Regarding public investment, Vinh Phuc province will closely follow the Central’s directives on establishment and promotion of disbursement, keeping up with the practical socio-economic development. Capital allocation for public investment will be focused and prioritized for key and large-scale projects to ensure their early completion.

“We must not fall into the vicious cycle of ‘projects waiting for funds’ and then ‘funds waiting for projects.’ We need to address the existing shortcomings and limitations related to compensation, site clearance, resettlement, and land price determination,” said Mr. An.

In terms of finance and budget, Mr. An emphasized the need to strengthen financial and budgetary discipline at all levels, sectors, agencies, and units. It is crucial to enhance the management and efficient use of state budget resources, along with maximizing the mobilization of resources. Practicing thrift and combating waste must be implemented right from the stage of task determination, with a proactive arrangement of priority tasks based on their importance, urgency, and feasibility in 2025.

According to Mr. An, the Provincial Party Committee has agreed to assign the Provincial Party Standing Committee to lead and direct the inspection and supervision of projects and works with signs and manifestations of waste in the province, in line with the spirit of General Secretary To Lam’s directive: “Directly inspect and strictly handle cases of large-scale waste that attract public attention, in the spirit of handling one case to warn the whole region and the whole sector. Clearly define responsibilities and handle organizations and individuals involved. There must be accountability because this is the property of the State and the people’s money.”

The Provincial Party Committee of Vinh Phuc has also assigned the Party Delegation of the Provincial People’s Committee to direct the inspection of the implementation of the conclusions of the inspecting, supervising, and auditing agencies regarding investment projects for the construction of urban and residential areas in the province. They have mandated that investors must complete and hand over technical infrastructure to the State in 2025 (for projects that have been implemented) and resolutely revoke and handle violations for projects that are not implemented or are slow in implementation according to the approved investment decisions and investment policies.
